4�HEREAS: St. Paul policeman Howard Skillings has been selected the outstanding police
officer in the United States; and
WHEREAS: Officer Skillings has received the Police Service Award from the International
Association of Chiefs of Police and PARADE Magazine; and
MIHEREAS: Officer Skillings has also been honored by the President of the United
States in a special ceremony at the White House; therefore be it
RESOL1fED: That the St. Paul City Council congratulates Police Officer Howard Skillings
an his well-deserved award and recognition; and be it
FURTHER RESOLVED: That the St. Paul City Council commends Officer Skillings for his
excellent work with St. Paul youth, and his emphasis and development of
youth recreation and crime prevention programs; and be it
FURTHER RESOLVED: That the St. Paul City Council extends appreciation to Officer Skillings , �_____
for his personal and professional efforts which have succeeded in making
the Korth End community and the entire city a safer and better place to
