WHEREAS, The Depa�tment of Public Works, Division of Operations, has

M E M O R A N D U M
TO: Members of the Council of
the City of Saint Paul
RE: Cancelation of Registered Bills
The h ereinafter listed registered bills are all being
cancelled because of the expiration of the six (6)
years from the date of the incident which caused the
damage. The Statute of Limitations in Minnesota,
which is applicable to suits on these registered bills,
is six (6) years. Where the notation, no file, appears
after the registered bill number, this indicates that
after a check of all the files in this office we have
been unable to locate one on that bill and debtor. Two
of the registered bills bear the notation, cannot locate
debtor, which means that after checking with the Highway
Department, city directories and telephone directories,
we have been unable to locate an address for the debtor
on that particular bill. Two bills also bear the nota-
_ tion, no evidence to supportliability, which means that
after reviewing the evidence submitted by the depart-
ments to substantiate a billing to a particular debtor,
such a billing was clearly erroneous and there is no
liability on the part of the particular debtor. This
office therefore recommends that the below list of
registered bills be cancelled.
