PUSLISHED NOV 16 197�4 ♦ V I a i • ~ •� ,. � �V���� MEMORANDUM OF UNDERSTANDING l The purpose of this memorandum is to set forth 2 certain understandings which have been reached 3 as a result of recent discussions on possible 4 solutions to the problem of developing an interim 5 program to effectively manage planning and 6 community development activities in the City. 7 This interim program can be divided into two time `� 8 periods. 9 Period 1: Period l, expected to last approximately 10 three months, involves the appointment of the present il Executive Director of the Housing and Redevelopment 12 Authority to the additional positions of Acting 13 Planning Coordinator and head of the proposed 14 Office of Economic Development. This multiple 15 appointment could occur through contract with the 16 HR.A, which could continue to pay Mr. Helfeld's 17 salary, Selection and appointment of a permanent 18 Planning Coordinator would occur at the earliest 19 possible time. During this period, Mr. Helfeld's 20 efforts would be principally aimed at the City 21 Planning Office. As Acting Planning Coordinator, 22 he would be expected to 1) insure the timely . � y �; �6454'7 Memo of Understanding Page 2 23 completion of the City's community development 24 application, 2) identify present and emerging 25 major problems in the City Planning Office in 26 the areas of both personnel and work program 27 (this could include staffing questions relating 28 to community development planning) , and 3) begin 29 analysis designed to enable the City to develop 30 a formal City policy on planning. Because of the short 31 du�ation . of period 1, Mr. Helfeld would be � 32 expected only to identify problems, not solve 33 them--his problem identification would be used 34 by the new Planning Coor.dinator in the latter' s 35 effort to manage and improve the City planning 36 function. It is anticipated that Mr. Helfeld 37 would be in close contact with the new Planning 38 Coordinator as soon as he is appointed. 39 As head of OED, Mr. Helfeld would be expected to 40 begin hiring necessary staff and to implement 41 development district legislation. 42 Period 1 would end when the new Planning Coordi- 43 nator officially assumes his position. 44 Period 2: Period 2, which would last for a 45 specified and agreed-on period of time, involves 46 Mr. Helfeld's continuation as head of OED and 47 Executive Director of HRA, and the relinquishment ' � ��� : � 26454� .. . . Memo of Understanding Page 3 , 48 of his position as Acting Planning Coordinator. 49 This dual role could likewise occur through contract 50 with the HRA, which could continue to pay Helfeld's 51 salary. 52 During this period, Mr. Helfeld's efforts would 53 be principally aimed at OED. As head of OED, he 54 would make the office fully operational. This 55 would include maxi.mum implementation of develop- 56 ment district legislation as well as coordination 5'7 of public and private economic development and 5g study of other economic development tools which 5g the City might wish to use in OED• 60 For the first part of period 2, he would be 61 involved in the development of the City planning 62 function as an advisor to the Planning Coordinator, 63 the Mayor, and the Council. In addition, during 64 the period of the contract, he would work in 65 developing recommendations for the City's 66 long-term community development administrative 6'7 structure. __ _._ � - � _
