That Section 56.05 of the Saint Paul Legislative Code pertaining to the removal of nuisances by the City and Assessment of the costs incurred therefor against the property on which the nuisance is located be and the same is hereby amended by repealing said Section 56.05 and substituting the following in lieu and in place thereof: "56.05. In the event the City removes and/or abates 4 the nuisance, the division shall keep an accurate � record of all costs incurred therein and report these costs to the Department of Finance and Ma.nagement Services. These costs shall then be assessed against the affected real property in the manner provided for in Cha.pter 14 of the City Charter and shall be collected in accordance with the provisions contained in Chapter 22 of the Saint Paul Administrative Code as the said provisions are applicable, provided, however, that these assessments shall be payable in not to exceed five (5) annual installments."
