Gentlemen:
The Housing and Redevelopment Authority is completing plana for a temporary parking
lot to be located on the above-referenced block. The property is owned by the Authority
and is cnrrently vacant except for an existing parking lot covering the northeast
quarter of the site. The new lot would provide monthly and transient parkiag for 120
cars and would be in u�e for a period of probably not less than two years and �ot more
than five qeara depending upon when the block is sold and developed for a more perm�anent
use.
In accordance with Section 60.23(4) of the Legislative Zoning Code, the Authoritp
herebq requesta a Special Use Permit for the pzoposed parking lot as shown on the
attached drawings.

Dear President and Council Members:
In the week of August 26, 1974 , the Authority Board of Commissioners
approved contract drawings and specifications for a parking lot (126
stalls) and passive park interim improvement of Block A bounded by
Seventh, 5ixth, Minnesota and Cedar Streets, calling for receipt of
bids on September 12, 1974, and completion by November 15, 1974, in
the current construction season. Bids were timely received and an award
made to Monnette Construction Company, the low bidder on September 18,
1974. The City Building Department will not issue a building permit
until Council approval of a special use permit for parking.
A permit application, filed August 27, 1974, is scheduled for Zoning Board
hearing October 17, 1974, with formal Council hearing some three weeks
later. The construction drawings for the improvement have been circulated
by the Zoning Board Staff to affected City Departments for comment. The
Zoning Board gave informal approval to the permit on Friday, September 27,
1974, upon condition that actual parking use not be commenced until
formal issue of the permit. In order that the improvement may be
commenced and completed this construction season, the Authority requests
informal approval of the permit application.
