Upon conPletion of T.H. 3, Beivi�e-e Street (c-� block south of Curtice) will bz the only street c rossir,g t-_ `reeway, and because Belvidere Street is irterrupted at b1_���ury Street by the playground and at �+ndre�,� Street by the bi_=�, the only access to the Belvidere Street crossing fro� the r.c��h will be via Andrew Street. The property scuth of Curt� �_ Street between Woodbury Street and 8ro�.�n Averue belengs to the ParkS Department and is ths location of the Beividere Playgrourc. The property south of Curtice Street, betweer Brcwn Aven::� and Andrew Street, is privately o�rrned. This property is p-esently undeveloped, and because of the watl , is partially unac::essible from Curtice Street. Property on the rorth side cf Lurtice Street, betr�reen woodbury � S�reet ard Andrew Street, is all privately owned and contains about 15 residences which are all at street level o- slightly below. As the wall was constructec in the center of the right-of-way, it appears that it was inte�ded that the eastbound portiur. of the roadway would be locate� on the upper portion of the right- of-way and that the westbo�^C portion of the roadway would be at the level of the base of the wall . We do not kn�w if the eastbound roadway wa5 ev?r Cnn.ctr��rted �� the i�n�er 1QVe1 , but while this area is `airly f'at at the present time, it is not and could not be used for firaffic, and alt travel in both directions uses the roadway cn the lower level . The oiled road- way between Woodbury Street and Andrew Street is approximately 1R' wide while the roadway ::idth west of Woodbury Street and east of Andre:�i Street is aF�roxinately 30' . IV. S?ECIAL CONSIDERATIONS In 1965, a corplaint was re�eived f rom 19 residents of the area concerning the danger existing at the wall due to children clinbing up and down the face of it, vandals setting fire to stcier tars and pus�irg th_- over fne �yali and children on top cr the wall throwir.g stones at the homes on the north side of f,urrice Street. Due to the lack of fun�s , this :�as rsver carried out, but the 6ureau of Bridses repaired the wall at a cost of $2,200. Even though the prc�erty i�,redia*_ely or top of the wall was platted as street ri�ht-cf-��ray, becau5e of its terrain and location, it was actually used as part of the play5rcund. Based on that, efforts were made to have the Parks Departmert take over this property and incor- porate it into their ptaygrcund by fencing. Again, due to lack of funds, this was not done, and snow fencing was erected onto the existing pipe fence in place on the top of the wall . Since that date, numerous repairs to the wall have been necessary and t��e fencing replaced several times. The Parks Department also erected a chain link fence on the edge of the playground which does prevent vehicles from being pushed over the wall , but does not stop children fron playing in this area. A petition for widening Curtice Street in this area was submitted by Mr. Ramedo I . Saucedo of 301 E. Curtice Street on July 20, 1972. T;�e petition contained signatures from s�ven different residences - 21ong Curtice Street. Or May 6, iy7L, a iarge section of t�e wail , approximateiy 25' long ar�d i6' high, collapsed, deFositing rubble over the street. The debris ��as cleaned up, but repairs Fave not been made, because the condition of the remairi�g portion of the wall is such that corrective measures must be taken to ;:he entire wall . The lime- stone is ba�ly weathered and is separa*.ing into layers �•�hich are deteriorating. Many sections are bulging, which indicates that the stones on the back side ef the wall are crushing from the �:;ei�ht o` the stones above. With this action devetooing, there is ro ^eans of de�ermiring when a complete collapse of ttie wall mic,ht occur. ��.
