Dear Ms. Outwater:
Please take notice that a public hearing concerning your renewal application for a Tasicab
Driver's license has been scheduled for 5:30 p.m., Wednesday, September 19, 2001, and will
be held in the City Council Chambers, Third Floor, Saint Paul City Hall and Ramsey County
Courthouse.
Enclosed are copies of the proposed resolution and other documents which will be presented to
the City Council for their consideration. This is an uncontested hearing in that the facts
concerning your October 24, 2000 Gross Misdemeanor conviction for Driving Under the
Influence of Alcohol have not been disputed. The recommendation of the licensing office is for

RE: Margaret Outwater Taxicab Drivers License Renewal
To whom it may concern:
I am writing in regards to the above-mentioned individual who is currently a resident
in our transitional housing program at Juel Fairbanks Chemical Dependency Services.
Margaret completed a Rule 25 chemical use assessment at our facility (Juel Fairbanks
Drop-in-Center) November 2000, nine months ago and entered chemical dependency
treatment at ADAP and upon completion entered our Halfway House Program,
graduating with Staff Approval. She was a very positive role model during her stay in
the Halfway House program.
Margaret's' employment as a cab driver is her only source of income and it would be a
disadvantage to her to not renew her license. She made an error driving while intoxicated
and did her best to rectify her mistake by seeking treatment and continuing her sobriety
by residing in a sober environment. She is very committed to her sobriety
and takes care of herself by attending Alcoholics Anonymous meetings.

I am writing this letter in support of Margazet Outwater retaiving her Taxicab License. I am the
Program Manager for the 7ue1 Fairbanks Housing Programs. Margaret Uas been a residem of one
of the Juel Fairbanks Chemical Dependency Housing Programs since Febniary 21,2001.
She came into the U•ansitional housing program after successfiilly completing both a residemial
treatment program and the Juet Fairbanks Halfway House Program. Margaret is committed to her
recovery, actively participates in Alcoholic Anonymous (AA) meetings. To tke best of my
Imowle3ge Margaret l�as remained abstinern from aicohol since November 2000.
I lrnow that she loves her job, and it is her only sowce ofincome. There is no doubt that she was
wrong for driving while nrtoacicated; but she is doing her best to rectify her mistake by success£ully
completing a residernial treatmem prograzn and a halfway house prograzn, living in a sober
environmern and attending AA Tfthe City has the leeway to grant waivers in such matters, it is my
hope ti�at one is ganted to Margazet M. Outwater.

Dear Ms. Ourivater:
The Office of License, Inspections and Environmental Protection has recommended that
your Taxicab Driver's License in Saint Paul not be renewed. The basis for the recommendation
is as follows:
On or about October 24, 2000 you pled guilty to a Gross
Misdemeanor charge of Driving Under the Influence of
Alcohol. Saint Paul Legislative Code § 376.16(e)(5)a.2.
prohibits a person from to be licensed as a taxicab driver who
has a conviction within the last three years for Driving Under
the Influence of Alcohol.
If you do not dispute the above facts, you may withdraw your renewal application at this
time. Alternatively, if you do not dispute the above facts, but wish to have a hearing in front of
the Saint Paul City Council to dispute the recommended denial of your license renewal
application, you will need to send me a letter admitting the violation and requesting a public
hearing. The matter will then be scheduled for a public hearing before the City Council to
determine the disposition of your renewal application. You will have an opportunity to appear
and speak on your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Jud�e (AL7). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be senf a"Notice of
Hearing," so you will know when and �vhere to appear, and what the basis for the hearing will bc.

To whom it may concern:
I am writing in regards to the above-mentioned individual who is currently a resident
in our transitional housing program at Juel Fairbanks Chemical Dependency Services.
Margaret completed a Rule 25 chemical use assessment at our facility (Juel Fairbanks
Drop-in-Center) November 2000, nine months ago and entered chemical dependency
treatment at ADAP and upon completion entered our Halfway House Program,
graduating with Staff Approval. She was a very positive role model during her stay in
the Halfway House program.
Margaret's' employment as a cab driver is her only source of income and it would be a
disadvantage to her to not renew her license. She made an error driving while intoxicated
and did her best to rectify her mistake by seeking treatment and continuing her sobriety
by residing in a sober environment. She is very committed to her sobriety
and takes care of herself by attending Alcoholics Anonymous meetings.

I am writing this letter in support of Margazet Outwater retaiving her Taxicab License. I am the
Program Manager for the 7ue1 Fairbanks Housing Programs. Margaret Uas been a residem of one
of the Juel Fairbanks Chemical Dependency Housing Programs since Febniary 21,2001.
She came into the U•ansitional housing program after successfiilly completing both a residemial
treatment program and the Juet Fairbanks Halfway House Program. Margaret is committed to her
recovery, actively participates in Alcoholic Anonymous (AA) meetings. To tke best of my
Imowle3ge Margaret l�as remained abstinern from aicohol since November 2000.
I lrnow that she loves her job, and it is her only sowce ofincome. There is no doubt that she was
wrong for driving while nrtoacicated; but she is doing her best to rectify her mistake by success£ully
completing a residernial treatmem prograzn and a halfway house prograzn, living in a sober
environmern and attending AA Tfthe City has the leeway to grant waivers in such matters, it is my
hope ti�at one is ganted to Margazet M. Outwater.

Dear Ms. Ourivater:
The Office of License, Inspections and Environmental Protection has recommended that
your Taxicab Driver's License in Saint Paul not be renewed. The basis for the recommendation
is as follows:
On or about October 24, 2000 you pled guilty to a Gross
Misdemeanor charge of Driving Under the Influence of
Alcohol. Saint Paul Legislative Code § 376.16(e)(5)a.2.
prohibits a person from to be licensed as a taxicab driver who
has a conviction within the last three years for Driving Under
the Influence of Alcohol.
If you do not dispute the above facts, you may withdraw your renewal application at this
time. Alternatively, if you do not dispute the above facts, but wish to have a hearing in front of
the Saint Paul City Council to dispute the recommended denial of your license renewal
application, you will need to send me a letter admitting the violation and requesting a public
hearing. The matter will then be scheduled for a public hearing before the City Council to
determine the disposition of your renewal application. You will have an opportunity to appear
and speak on your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Jud�e (AL7). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be senf a"Notice of
Hearing," so you will know when and �vhere to appear, and what the basis for the hearing will bc.

To whom it may concern:
I am writing in regards to the above-mentioned individual who is currently a resident
in our transitional housing program at Juel Fairbanks Chemical Dependency Services.
Margaret completed a Rule 25 chemical use assessment at our facility (Juel Fairbanks
Drop-in-Center) November 2000, nine months ago and entered chemical dependency
treatment at ADAP and upon completion entered our Halfway House Program,
graduating with Staff Approval. She was a very positive role model during her stay in
the Halfway House program.
Margaret's' employment as a cab driver is her only source of income and it would be a
disadvantage to her to not renew her license. She made an error driving while intoxicated
and did her best to rectify her mistake by seeking treatment and continuing her sobriety
by residing in a sober environment. She is very committed to her sobriety
and takes care of herself by attending Alcoholics Anonymous meetings.

I am writing this letter in support of Margazet Outwater retaiving her Taxicab License. I am the
Program Manager for the 7ue1 Fairbanks Housing Programs. Margaret Uas been a residem of one
of the Juel Fairbanks Chemical Dependency Housing Programs since Febniary 21,2001.
She came into the U•ansitional housing program after successfiilly completing both a residemial
treatment program and the Juet Fairbanks Halfway House Program. Margaret is committed to her
recovery, actively participates in Alcoholic Anonymous (AA) meetings. To tke best of my
Imowle3ge Margaret l�as remained abstinern from aicohol since November 2000.
I lrnow that she loves her job, and it is her only sowce ofincome. There is no doubt that she was
wrong for driving while nrtoacicated; but she is doing her best to rectify her mistake by success£ully
completing a residernial treatmem prograzn and a halfway house prograzn, living in a sober
environmern and attending AA Tfthe City has the leeway to grant waivers in such matters, it is my
hope ti�at one is ganted to Margazet M. Outwater.

Dear Ms. Ourivater:
The Office of License, Inspections and Environmental Protection has recommended that
your Taxicab Driver's License in Saint Paul not be renewed. The basis for the recommendation
is as follows:
On or about October 24, 2000 you pled guilty to a Gross
Misdemeanor charge of Driving Under the Influence of
Alcohol. Saint Paul Legislative Code § 376.16(e)(5)a.2.
prohibits a person from to be licensed as a taxicab driver who
has a conviction within the last three years for Driving Under
the Influence of Alcohol.
If you do not dispute the above facts, you may withdraw your renewal application at this
time. Alternatively, if you do not dispute the above facts, but wish to have a hearing in front of
the Saint Paul City Council to dispute the recommended denial of your license renewal
application, you will need to send me a letter admitting the violation and requesting a public
hearing. The matter will then be scheduled for a public hearing before the City Council to
determine the disposition of your renewal application. You will have an opportunity to appear
and speak on your own behalf, or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Jud�e (AL7). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be senf a"Notice of
Hearing," so you will know when and �vhere to appear, and what the basis for the hearing will bc.
