Cohen OFFICE OF ROBERT SYLVESTER Mayor, City of Saint Paul 347 City Hall Saint Paul, Minnesota 55102 Dear Mayor Cohen: Attached is a Council Resolution which transfers the sum of $10,000 from the Contingent Reserve-General to the General Government accounts for the purpose of refunds and repayments. The reason for this necessary action is because of the shortage in this appropriation for 1974. The type of activity which takes place in this particular account relates to deposits which many individuals may make to the City for a specific license. When that specific license is finally granted, all those applicants who had made a deposit must receive a refund. Under our accountinq procedures, the deposits which they make go into the General Revenue fund; and, therefore, this account must receive a supplemental appropriation in cases where deposits for specific licenses exceed normal levels anticipated.
