F. 266459, approved December 10, 1975, a public hearing was scheduled for 10:00 a.m. on December 11, 1975 before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure located at:160 Charles Avenue, Saint Paul, Minnesota; and • . WHEREAS, upon facts presented at said hearing consisting of photographs, inspection reports and the recommendation of the Division of Housing and Building Code Enforcement, it is found and determined by the City Council that according to the records and files in the Office of the Register of Deeds, the last record owners of the above described property are Betty M. Swanson and Ralph J. The building is standing vacant, abandoned and is subject to being entered by unauthorized persons ; b. The condition of the building is as follows : The exterior and interior have been vandalized. Walls, stairways, electrical, heating and plumbing fixtures have been broken and are missing. The building is beyond feasible rehabilitation; c. The building is unfit for human habitation in its present condition; d. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical dama.ge, dilapidation and inadequate maintenance; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregcsing findings of the City Council, the Council of the City of Saint Paul does hereby ma.ke the following Order; ORDER l. The owners of the above described building shall ma.ke the same safe a�d not detrimental to the public peace, health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within thirty �30) days from the date of the service of this Order; 2. The owners of record are Betty M. Swanson and Ralph J. Fischens, 2713 Woodbridge St. , St. Paul, Minnesota 55117. The legal description of the property is: W. 9 feet of Lot 8 and Al1 of Lot 9 , Block 3, Magoffin & Breckenridge 's Addition. Due to age, detexioration, vandalism and lack of proper maintenance, we deem this two-story dwelling beyond feasible rehabilitation, and in hazardous condition. The exterior and interior have been vandalized. Walls, stairways, electrical, heating and plumbing fixtures are broken and missing. The condition is such that the entire structure shauld be condemned and removed as soon as possible. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influ,ence on the neighborhood, it is the recom- mendation of this Division that this �natter be referred to the City Attorney's office for razing and removal through District Court proceed- ings.
