The b��lding is standing vacant, abandoned and is subject to being entered by unauthorized persons ; b. The condition of the building is asifollows: �.'he building is in a very dilapidated condition and due to age, fire and improper ma.intenance, is in a hazardous condition. The entire structure is decayed and the foundation is cracked and broken. The electrical, plumbing and heating have been vandalized; c. The building is unfit for human habitation in its present condition; d. The building constitutes a nuisance and a hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate maintenance; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby ma.ke the following Order: ORDER l. The owners of the abo�te described building shall make the same safe and not detrimental to the public peace, health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within thirty (30) days from the date of the service of this Order; 2. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all persona.l property or fixtures which may unreasonably inter- fere with the razin and removal of this building shall be removed within ten �10) days from the entry of judgment; and if not so removed, the City of Sa.int Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any corrective action herein, all necessary costs expended by the City will be assessed against the above described real estate and collected as other taxes; and be it FURTHER RESOLVED, that a certified copy of this resolution and incorporated Order herein be served upon the last record owner of the above described property in the manner provided by law. The owners of record are Michael Needham, 1182 E. Hawthorne Ave. , St. Paul, Mn. 55106 and Joseph P. Tracy, 1896 Norfolk Ave. , St. Paul, Mn. 55116. The Legal description of the property is : Except Como Avenue, Lot l� , Slock 11, Foundry Ad.dition to St. Paul. This two-story frame dwelling is in a very dilapidated condition and due to age, fire and improper maintenance is deemed ta be in a hazard- ous condition. The entire structure is old and decayed, the foundation is cracked and broken and the electrical, plumbing and heating have been vandalized. The building is beyond feasible rehabilitation and should be condemned and removed as soon as possible. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the dam- age despite our warnings, and the continued vacant and boarded up con- dition contributes a blighting influence on the neighborhaod, it is the recommendation of this Division that this ma,tter be referred to the City torney's office for razing and removal through District Court pro dings .
