Gerry Strathman called the meeting to arder at 133 p.m.
803 Maryland Avenue East
Kurt and Laura Jackson appeazed. Mr. Jackson stated that he and his wife need more time to find
a place to live. They did not get an adequate amount of tune to vacate. The rent has been paid in
escrow. They aze suppose to vacate by September 24, 2001. They want to buy a home and aze
looking at vacating two weeks into October at the least.
Maynard Vinge reported that he is here on behalf of Thomas Friel (Code Enforcement). If it is a
short extension, such as the begisuiing of October 1, 2001, Mr. Vinge would be okay with that.
The reason the building is condemned is because it is in bad shape. The electrical needs to be
updated. He understands the needs of people trying to find another place to live, but the Jacksons
might think about putting items 'vn storage and finding a place to live for a month with friends or
family. Mr. Jackson responded they do not have another place to stay.
Mr. Jackson stated he has lived in the house for over a year and has not had any problems with
the electrical except for a couple of fuses blown because he did not know which fuse to put in.
(Mr. Strathman went over some of the violations on the Notice of Condemnation.)
Item 1- Space heater for unit does not have a proper hard wired electrical connection. Mr.
Jackson stated he is not using the heater at this time. He plans to be out of the house before the
weather gets colder.
Item 2- Kitchen has only two electrical duplex outlets.
Item 3- West side bedroom has only one electrical outlet.
Item 4- South side room has only one electrical outlet.
Mr. Jackson stated the south side room has two ouflets.
Item 6- This honse has a 30 amp electrical service which is inadequate for a duplex.
Item 7- Electric service drop to garage is too low to ground.
Mr. Vinge stated this properry has a 30 amp service for a building that has been split into two
units. There is a power drop line going to the gazage that Mr. Vinge could easily touch with his
hand. This is a dangerous situation. Mr. Strathxnan asked who is responsible for the electrical
service to the house. Mr. Vinge responded from the house to the garage is the responsibility of
the owner. Mr. Jackson responded the garage is full of stuff and he is not sure the electrical
service is operable.
Item 10 - Lacking Deadbolt door locks. Mr. Strathman asked what kind of locks aze on the

doors. Mr. Jackson responded downstairs there is a door handle lock and an upper twist lock of
two to three inch dead bolt; upstairs there is a skeleton key lock.
Item 12 - RefrigeratorlFreezer is defective, not operating properly. Mr. Jackson stated it
does not work properly and spoils a lot of food. It needs to be zeplaced and is in bad shape.
Mr. Straflunan asked what the owner intends to do with the building. Mr. Jackson responded he
has no idea. Mr. Vinge responded the owner is trying to work with the City to get funds to
improve the building. Mr. Vinge gave the owner--and will give Mr. Jackson--a phone number
for House Calls, which can help people find a place to stay; however, the Jacksons aze in a
different situation because they are looking for a place to buy. 'I'hirry days after a condemnation
is already an extended period of time. Code Enforcement usually gives people two weekends to
get out of a house. To go fiirther than October 1 is problematic. Mr. Jackson responded he was
only asking for two weeks into October. This house just needs to be brought up to code. It is not
that bad. They are inaking calls everyday so they can move out of the property.
Gerry Strathman denied the appeal on the August 27, 2001, Notice of Condemnation, but he
amended the compliance date to be October 12, 2001.
627 Mendota Street
Mark Fritsche, owner, appeazed and stated he would like the compliance date regarding scraping,
painting, and down spouts amended to November 30, 2001, but he intends to get it done before
that.
Gerry Stratlunan asked is the gas service restored. Mr. Fritsche responded he contacted Raxnsey
County to seek emergency assistance. The gas service is likely to be turned on in a few days.
Teng Vang reported he has no problem with extending the date for the exteriar maintenance.
The owner has already received a week extension for the gas shutoff. There is a thirteen year old
girl involved. There is a gas stove and gas water heater in the house; therefore, there is no hot
water or cooking facilities. Mr. Fritsche responded he has compensated the tenants by not
chazging them rent. They have a grill, microwave, and toaster.
Gerry Strathman denied the appeal on the August 15, 2001, Correction Notice, but will amend
the order for the maintenance issues to be November 30, 2001. The gas service will have to be
restored immediately.
614 Westem Avenue North
Erin Cody, owner, 5449 West Ba1d Eagle Boulevazd, White Bear Lake, appeared and stated he
had Section 8 tenants living at 614 Western for three years. The property went through a punch
list from St. Paul Housing. His tenant was incarcerated in the last two weeks. The housing
inspectors said the tenants were selling a substance out of the properry. So, they came in and

broke items in the house. The lease is broken now because of what happened at the properry. He
would like to clean up the properiy and sell it.
Maynard V inge asked was it a raid and was Dick Lippert (Code Enforcement) on the orders. Mr.
Strathman responded Dick Lippert is on the orders; it looks like it was a police raid.
Mr. Strathman asked what his options aze. Mr. Vinge responded Mr. Cody can still do any work
on the list. Part of the reason for the condemnation is to say no one can be living there until the
owner gets the list taken caze of. If the owner speaks to Mr. Lippert and the majority of the work
is done, the rest can be done later.
Mr. Cody stated he has gutted and redone the house two tunes already. Now, he has to put in
new windows, doors, carpet, and ceilings.
Mr. Cody stated he wants a little time before it goes on the vacant building list. Mr. Vinge
responded this is a condemnation of a unit that needs repair and Code Enforcement is asldng that
it gets done. If the owner does the repair, it does not go on the vacant building list, and he does
not have to pay the $200 fee. If it is turned over to the vacant building program, they will ask if
the properry will be done in a few months. If an owner is responsible and fixes the property, a
vacant building file will not be opened for maybe six months.
Gerry Strathxnan denied the appeal on the August 15, 2001, Notice of Condemnation. Everyone
agrees the order is appropriate. The owner just needs to do the corrections.
1094 Loeb Street
(No one appeared to represent the property.)
Gerry Strathman denied the appeal on the August 21, 2001, Conection List. The property has no
electricity nor gas service.

Item 10 - Lacking Deadbolt door locks. Mr. Strathman asked what kind of locks aze on the

doors. Mr. Jackson responded downstairs there is a door handle lock and an upper twist lock of
two to three inch dead bolt; upstairs there is a skeleton key lock.
Item 12 - RefrigeratorlFreezer is defective, not operating properly. Mr. Jackson stated it
does not work properly and spoils a lot of food. It needs to be zeplaced and is in bad shape.
Mr. Straflunan asked what the owner intends to do with the building. Mr. Jackson responded he
has no idea. Mr. Vinge responded the owner is trying to work with the City to get funds to
improve the building. Mr. Vinge gave the owner--and will give Mr. Jackson--a phone number
for House Calls, which can help people find a place to stay; however, the Jacksons aze in a
different situation because they are looking for a place to buy. 'I'hirry days after a condemnation
is already an extended period of time. Code Enforcement usually gives people two weekends to
get out of a house. To go fiirther than October 1 is problematic. Mr. Jackson responded he was
only asking for two weeks into October. This house just needs to be brought up to code. It is not
that bad. They are inaking calls everyday so they can move out of the property.
Gerry Strathman denied the appeal on the August 27, 2001, Notice of Condemnation, but he
amended the compliance date to be October 12, 2001.
627 Mendota Street
Mark Fritsche, owner, appeazed and stated he would like the compliance date regarding scraping,
painting, and down spouts amended to November 30, 2001, but he intends to get it done before
that.
Gerry Stratlunan asked is the gas service restored. Mr. Fritsche responded he contacted Raxnsey
County to seek emergency assistance. The gas service is likely to be turned on in a few days.
Teng Vang reported he has no problem with extending the date for the exteriar maintenance.
The owner has already received a week extension for the gas shutoff. There is a thirteen year old
girl involved. There is a gas stove and gas water heater in the house; therefore, there is no hot
water or cooking facilities. Mr. Fritsche responded he has compensated the tenants by not
chazging them rent. They have a grill, microwave, and toaster.
Gerry Strathman denied the appeal on the August 15, 2001, Correction Notice, but will amend
the order for the maintenance issues to be November 30, 2001. The gas service will have to be
restored immediately.
614 Westem Avenue North
Erin Cody, owner, 5449 West Ba1d Eagle Boulevazd, White Bear Lake, appeared and stated he
had Section 8 tenants living at 614 Western for three years. The property went through a punch
list from St. Paul Housing. His tenant was incarcerated in the last two weeks. The housing
inspectors said the tenants were selling a substance out of the properry. So, they came in and

broke items in the house. The lease is broken now because of what happened at the properry. He
would like to clean up the properiy and sell it.
Maynard V inge asked was it a raid and was Dick Lippert (Code Enforcement) on the orders. Mr.
Strathman responded Dick Lippert is on the orders; it looks like it was a police raid.
Mr. Strathman asked what his options aze. Mr. Vinge responded Mr. Cody can still do any work
on the list. Part of the reason for the condemnation is to say no one can be living there until the
owner gets the list taken caze of. If the owner speaks to Mr. Lippert and the majority of the work
is done, the rest can be done later.
Mr. Cody stated he has gutted and redone the house two tunes already. Now, he has to put in
new windows, doors, carpet, and ceilings.
Mr. Cody stated he wants a little time before it goes on the vacant building list. Mr. Vinge
responded this is a condemnation of a unit that needs repair and Code Enforcement is asldng that
it gets done. If the owner does the repair, it does not go on the vacant building list, and he does
not have to pay the $200 fee. If it is turned over to the vacant building program, they will ask if
the properry will be done in a few months. If an owner is responsible and fixes the property, a
vacant building file will not be opened for maybe six months.
Gerry Strathxnan denied the appeal on the August 15, 2001, Notice of Condemnation. Everyone
agrees the order is appropriate. The owner just needs to do the corrections.
