WHEREAS, the City of Saint Paul ie most interested in
seeing the health facilities for the City of Saint Paul up-
graded; and
� WHEREAS, a consolidation of what was �ormerly th ree
separate hospitals, Charles T. Miller, St. Luke �s and
Children� s Hospitals� onto a single site� to share services
and maximize resources is in response to the national he alth
planning guidelines ; and
WHEREAS, development oi a major medieal oomplex in the
area bounded by the proposed I 35-E, Ramsey Street, West
Seventh Street, Kellogg Boulevard, could be a catalyst for a
medioal campus near to down.town Saint Paul; and
WHEREAS� the development of such a medioal oampus near
downtown Saint Pau1 oould provide employmen.t and stimulation
for the eoonomy of downtown Saint Paul; and
WHEREAS, a building projeet of the magnitude that is being
oonsidered by United and Children' s project would afford employ-
ment to . the residents of Saint Paul� now, therefore, be it
RESOLVED� that the Saint Paul City Council endorse� an.d
supports the Certificate of Need applieations of United :Hospitals
and Children� s Hospital that is now under consideration by the
Metropolitan Health Board�:��YIe Metropolitan. Coune.il� and `the'
State Board of Health.

Summary of the United Hospitals/Children's Hospital Project
Principals
� This wfll be a co-project of United Hospitals Incorporated of St. Paul
(formerly The Charles T. Miller, and St. Luke's Hospitals) and Children's
- Hospital of St. Paul.
The Project .
This project will consolidate all facilities oi United Hospitals' two divisions .
on a single site, retaining and remodeling 215,000 square feet of the present
St. Luke's Division and constructing 335, 000 square feet of new space. The
number of United Hospitals' licensed beds will be reduced from 72a to 600.
These figures are exclusive of the Children's Hospital project.
The existing power pl.ant will be expanded to serve the needs of both facilities,
as will the parking ramps to be constructed in the future.

Rea son for the Proj ect
� lls indicated by previous surveys , an oversupply of hospital facilfties exists
in the St. Paul area, "ihis project reduces ar.d consolidates some of the excess
and non-acceptable medical facilities. The non-conforming areas of the Miller
� Division will be eliminated along wifih beds in a structure over 50 years old.
Children's Hospital will be able to share support services with a large medical
center. �
The Start �
The target date for beginning work is August, 1976. The construction period is
estimated at 33 to 36 months, with conclusion scheduled for 1979. The start of
construction is contingent upon a successful Industrial Revenue bond sale in
1976, which will finance the project, and approval of t�e Certificate of Need by
the nginnesota Department of Health.
Where Will �it Take Place � �
The primary site is the St. Luke's Division, located at 300 Pleasant Avenue.
It will be expanded, using land presently owned or soon to be acquired, plus
vacated Sherman and Walnut Streets between Smith and Pleasant Avenues.
The new complex will connect the Doctors Professional Building and existing
hospital parking ramp.

COStS
Cost of the construction of United Hospitals project is es#imated at $32 million
dollars, exclusive of financfng costs, land acquisition, architect and construc-
tion manager fees, and movable equipment.
- How it Will be Financed
The project will be financed by the sale of tax exempt bonds. � .A financial
feasibilfty study has been completed by Booz, Allen & Hamilton of Chicago,
which declared the project to be financially feasible.
Scope of Project
At the completion of the project, Unfted Hospitals will have 600 beds, of
which 445 will be general medical/surgical. Of those, about 40% will be
in private rooms (about 180). The remainder of the beds will be intensive
care units and special use beds such as obstetrics�, psychiatry, and extended
care facilities.
The�re will be a new ambulatory patient care center consisting of emergency
room, outpatient services, one day surgery center and the Miller Outpatient
Department (a primary care facility for the medically indigent) . .
The St. Luke's surgery suite will be expanded; using many of the present
operating rooms.
An all new radiology department: will be built adjacent to the emergency '
outpatient area and adjacent to Children's.
The clinical laboratory at St. Luke's will be expanded in place to support the
needs of United plus specialty procedures for Children's Hospital.
Shared Services
The future of health care delivery is directed to the sharing of seroices to
the maximum degree possible. In addition to combining two prevfously
existing hospitals, Charles T. Miller and St. Luke's on a single site, Chil-
dren's Hospital will purchase administrative, payroll, personnel, business
office, purchasing and other services from United Hospitals. Children's
will also share clinical services to the highest degree possible.
In addition, United Hospitals will continue to provide adminfstratfve and
clfnical support services to other health facilities such as Riverview Hospital,
• several smaller hospitals in Mfnnesota a�d Wisconsin, and Helping Hand
Health Center, as well as a variety of community outreach programs.
