Out Lots, according to the plat on
f ile and of record in the off ice of
the Register of Deeds in and for the
County of Ramsey, State of Minnesota
WHEREAS, pursuant to Resolution, C. F. 266319, approved
November 10, 1975, a public hearing was scheduled for 10:00 a.m.
on November 20, 1975 before the Council of the City of Saint
Paul, said hearing pertaining to the condition of the strueture
located at 637 Ma.rsha.11 Avenue, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting
of photographs, inspection regorts and. the recommendation.-4f the .
Division of Housing and Building Code Enforcement, it is fovn�
and dete ed by the City Council tha.t according to the recor
and file in the office of the Register of Deeds, the last
record owner of the above described property is John E. Blomquist
Inc. and that Henry Jefferson is the contract for deed purchaser
of the property; and that there are no lien holders of record;
and that it is further determined that t�:e above described
building constitutes a ha.zardous building within the definition
of Minnesota Statutes Section 433.15 for the following reasoris:

3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court,
all personal property or fixtures which may unreasonably inter-
fere with the razin and removal of this building shall be
removed within ten �10) days from the entry of judgment; and
if not so removed, the City of �aint Paul sh�tll remove and
d ispose of such personal property and fixtures as provided
by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and be it
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record
owner of the above described property in the manner provided
by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to abave.
The owners of record are Wayzata Enterprises, 1920 E. Shore Drive,
Wayzata, Minnesota and J. E. Blomquist, 360 N. Robert St. , St. Paul ,
Minnesota 55101.
The legal description of the property is Lot 21, Block 3, Swift's
Subdivision of Blocks 2 and 3.
The Housing and Redevelapment Authority is not in the process of ac-
quiring or intending to acquire this propertg.
This entire building including the plumbing, electrical and heating
systems has been vandalized and is in a dilapidated and hazardous con-
dition. The limestone foundation is cracked and broken, the first
floor joists are rotten, the plaster broken and missing throughout,
the roof is old and leaking, the porches are sagging and the steps
are missing in the rear, the interior stairways are broken and in a
dangerous condition.
We believe this building to be beyond feasible rehabilitation and
sho d be condemned and removed as soon as possible.
