WHEREAS , The Division of Housing and Building Code Enforcement
has requested the City Council to hold a public hearing to consider
the advisability and necessity of the correction or wrecking and re-
moval of the following described building, said structure having been
reported to constitute a public hazard:
164 Charles W � of Lot 9 , Block 3, Two-story
Magoffin & Breckenridge's dwelling

WHEREAS , it appears that the last known record owners are Betty M.
Swanson and Ralph J. Fischens , 2713 Woodbridge Street , St. Paul , Minn-
esota, 55117.
THEREFORE , BE IT RESOLVED, that a public hearing be held by and be-
fore the Council of the City of 5aint Paul in the Council Chamber of
the Court House in said city at 10 :00 A.M. on December �0., 1975 to con-
sider the advisability and necessity of ordering the correction or
wreckin� and removal of said structure on the above described property
inasmuch as said structure is reported to constitute a hazard to public
health, safety and welfare; be it
FURTHER RESOLVED, that the Division of Housing and Building Code
Enforcement, on behalf of the City Council , notify by mail the record
owners of the property in question at the last known address, as well
as other interested persons of record, of the date and time of the
hearing.

The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are Betty M. Swanson -and Ra1ph J. Fischens, 2173
Woodbridge Street, St. Paul, Minnesota, 55117.
The legal description of the proper�y is:
W2 of Lot 9 , Block 3, Magoffin &
Breckenridge's Addition.
Due to age, deterioration, vandalism and lack of proper maintenance,
we deem this two-story dwelling beyond feasibTs rehabilitation and in
hazardous condition. The exterior and interior have been vandalized,
walls, stairways, electrical , heating and plumbing fixtures are broken
and missing. The condition is such that the entire structure should
be condemned and removed as soon as possible.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactarily repair the damage
despite our w�rnings, and the continued vacant and boarded up condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this 'Division that this matter be referred to the City
Attorney's office for razing and rem.oval through District Court pro-
ceedings.
