THEREFORE, BE IT RESOLVED, that a public hearing be held by and be- fore the Council of the City of Saint Paul in the Council Chamber of the Court House in said city at 10 :00 A.M. on December 3�, 1975 to con- sider the advisability and necessity of ordering the correction or wreaking and removal of said structure on the above described property inasmuch as said structure is reported to constitute a hazard to public health, safety and welfare; be it FURTHER RESOLVED, that the Division of Housing and Building Code Enforcement, on behalf of the City Council , notify by mail the record owners of the property in question at the last known address , as well as other interested persons of record, of the date and time of the hearing. St. .Albans File No. 2758 Honorable Council : The Division of Housing and Building Code Enforcement is hexeby sub- mitting its report on the condition of the structure at the location referred to above. The owners of record are Scharz Properties, Inc. , 1117 Commerce Bldg. , St. Paul, Minnesota. The legal description of the property is : Lots 1 and 2 , Black 6, Holcombe 's Addition. Because of age, deterioration, extensive vandalism and lack of main- tenance, this two-story brick veneer building is deemed to be beyond feasible rehabiiitation and in hazardous condition. The heating, electrical and plumbing systems are broken up and missing. The interior walls, floors and stairways are deteriorated and missing. The kitchen and bathroom cabinets and fixtures have been broken and re- moved. The building should be condemned and removed as soon as possible. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our war�ings, and the eontinued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recom- mendation of this Division that this mattex be referred to the City At- torney's office for razing and removal through District Court proceedings.
