WHEREAS, The Division of Housing and Building Code Enforcement
has requested the City Council to hold a public hearing to consider
the advisability and necessity of the correction or wrecking and re-
moval of the following described building, said structure having been
reported to constitute a public hazard:

& measuring 1.67 ft on N. Building
line & 2. 42 ft on 5 . lines ,
also Lots 1 & 2 , Block 6 ,
Holcombe's Addition. -'
WHE REAS , it appears that the last known record owners are the
Schwarz Properties, Inc. , 1117 Commerce Building, St. Paul, Minnesota.
THEREFORE, BE IT RESOLVED, that a public hearing be held by and be-
fore the Council of the City of Saint Paul in the Council Chamber of
the Court House in said city at 10 :00 A.M. on December �Q, 1975 to con-
sider the advisability and necessity of ordering the corr,ection or
wrecking and removal of said structure on the above described property
inasmuch as said structure is reported to constitute a hazard to public
health, safety and welfare; be it
FURTHER RESOLVED, that the Division of Housing and Building Code En-
forcement, on behalf of the City Council, notify by mail the record
owners of the property in question at the last known address , as well
as other interested persons of record, of the date and time of the hearing.

Honorable Council :
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are Schwarz Properties, Inc. , 1117 Commerce Bdg. ,
St. Paul, Minnesota 55101.
The legal des:cription of the property is:
W'1y pt of St. Albans St. vacated between
extended No. & So. lines of Lot 1 & measur-
ing 1.67 ft. on No. line & 2 .42 ft. on S.
lines:, also Lots 1 & 2, Block 6, Holcombe's
Addition.
Because of age, fire damage, detexioration, vandalism and lack of
maintenance, this two-story commercial and residential building is
deemed beyond feasible rehabilitation and in hazardons condition.
The second flaor and roof have been severely damaged by fire and the
entire building has been vandalized to such an extent that the build-
ing should be condemned and removed as soon as possible.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the damage
despite our warnings, and the continued vacant and boarded up condition
contributes a blighting influence on the n�ighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
