OPPOR7UNIN (Who, What, When, Wheie, Why) � On July 8, 1998, Plaintiff Lany Liggons was driving westbound on St. Anffiony Avenue from I-94, when he drove through a green light at Dale Street in St. Paul. He was shuck by a northbound St. Paul Police Deparhnent squad occupied by rivo police officers who were seazching for a reportedly impaired driver. The officers did not acrivate red lig]tts and siren before entering the intersecrion against the red light. One officer kost consciousness at the scene and was hausported to Regions Hospital for lreatrnent of ]ris injuries. Plainriff claimed sofr rissue injuries to his neck and back as a� esult of the collision. He incurred ADVANTAGESIFAPPROVED medical expenses of $8,089.00 and his 4eating chiropractor opined he susTained a peimanent injury. On Febmary 17, 1999, Plainuffbrought acrion againstthe City to recover damages forpast and future medical costs. This matter has progessed through prehial discovery. An objecrive evaluarion of tt�e liability and damages issues has led our office to enter irno a proposed settlement agreement, requiring the payment of $6,000 to Plainriff in exchange for a full, finai and complete settlement and release of all clauns against the Ciry.
