In addition to the regular meetinga of the counoil as require d by the oharter� speoial meetin.gs may be held anywhere in the city on the oall of the preaident of the oounoil or upon the written request submitted to the seoretary by any four (4) members. Notioe in writing of apeofal meetings of the ooun- oil ahall be served by the elerk upan eaoh member thereof� personally� or be left at his usual plaee of abode at leaet six hours in advanee of suoh meetings� exoept with the unani- mous oonsent or waiver of suoh notice by the entire oounoil� whioh oonsent or waiver �hall be in writing. Suoh written � notioe required to be served upon eaoh ooun.ailman shall inolude the date� time and plaoe of suoh meeting and an agenda of the matter� to be discus�ed� and no additi�nal mattera shall be determined exoept as provided in the written agenda unless waived by the unanimous vote of all oouneil members.
