WHEREAS, pursuant to Resolution C. F. 266142, approved
October 3, 1975 a public hearing was scheduled for 10:00 a.m.
on October 9, 1�75 before the Council of the City of Saint
Paul, said hearing pertaining to the condition of the structure
located at 163 North Kent, Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said hearing consisting
of photographs, inspection reports and the recommendation of
the Division of Housing and Building Code Enforcement, it is
found and determined by the City Council tha.t according to
the records and files in the office of the Register of Deeds,
the last record owner� of the above described property are
Sidney and Roslyn Tarshish, and Twin City Federal Savings
and Loan Association has a mortgage oi�. the property; and
that there are no other lien holders of record; and that it

is further determined that the above described building
cons���,�ites a haaardous building within the definition
. of Minnesota Statutes Section 463. 15 for the following
reasons:
�. The building is standing vacant, abandoned,
and is subject to being entered by unauthorized persons;
b. The condition of the building is as follows:
Because of extensive vandalism, age, deterioration and
improper care and maintenance, the building is now beyond
feasible rehabilitation. The front and rear porches and
stairways are in a very hazardous condition. The plumbing,
electrical and heating system� are partly vandalized and
the entire structure is in a severe s��te of disrepair;
c. The building is unfit for human habitation in
its present condition;
d. The building constitutes a nuisance and a hazard
to the public health, safety and welfare because of its
physical damage, dilapidation and inadequate maintenance;
now, therefore, be it
�ESOLVED, That in accordance with Minnesota Statutes
Sections 463. 15 through 463. 26, and based upon the fore-
going �indings of the City Council, the Council of the
City of Saint Pa�il �does hereby make the following Order:
ORDER
1. The owner of the above described building shall ma.ke
the same safe and not detrimental to the public peace, health, ,
safety •and welfare by having the said building razed and the
ma.terials therefrom removed from the premises within thirty
(30) days from the date of the service of this Order;
2. Unless such corrective action is taken to comply
with this Order or an answer 5erved upon the City of Saint
Paul and filed in the Office of the Clerk of District Court
of Ramsey County, Minnesota within twenty (20) days from
the date of the service of this Order, a Motion for Summary
Enforcement of this Order to raze and remove the said building
will be made to the Ramsey County District Court;

3. In the event tha.t the building is to be razed by
the City of Saint Paul pursuant to judgment of the District
Court, all persona.l property or fixtures which may unreason-
ably interfere with the razing and removal of this building
sha.11 be removed within ten (10) days from the entry of
judgment; and if not so removed, the City of Saint Paul shall
remove and dispose of such personal property and fixtures
as provided by law;
4. If the City of Saint Paul is compelled to ta.ke
any corrective action herein, all necessary costs expended
by the City will be assessed against the above described
real estate and collected as other taxes; and be it
FURTHER RESOLVED, tha.t a certified copy of this reso-
lution and incorporated Order herein be served upon the
last record owners of the above described property in the
manner provided by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred ta above.
The owner of record is Mr. Sidney Tarshish, 21:50 Brunswick Avenue N. ,
Minneapolis, Minnesota, 55422.
The legal description of the property is:
Subject to easement and party wall agreement and
except North 55. 5 feet and Except South 80 feet
of Lot l, Block 6, Woodland Park Addition.
This three-story brick veneer building, because of extensive vandal-
ism, age, deterioration and improper care and maintenance, is now
beyond feasible rehabilitation. The front and rear porches and stair-
ways are in very hazardous condition. The plumbi.ng, electrical and
heating systems are partly vandalized and the entire structure is in
such poor condition that the building should be removed as soon as
possible.
The subj.ec�� property has been boarded up by the owner since March 5,
, 1975.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the damage
�despite our warnings, and the continued. vacant and boarded up condi-
tion contributes a blighting influence on the neighborhaod, it is the
recommendation of this Bureau that this matter be referxed to the City
Attorney's office for razing and removal through District Court pro-
ceedings.
