Dear Madam:
This is written in response to the application of Paula's, Incorporated
for a permit to install a 70-car parking lot on the block bounded
by Kellogg, Main, Fifth, and Smith Streets. This property is further
described as follows:
Block 54, Rice and Irvine's Addition.
This matter was heard by the Board of Zoning on September 18, 1975.
Staff recommended approval of the permit contingent upon the capacity
of the developer to meet the requirements of the Department of Public
Works. It was also reported that the 35E freeway on and off ramps
may, at some future time, affect this property.
Mr. Forman, representing the applicant, stated that revised plans
w�re submitted.
A motion to recommend approval of the permit carried unanimously.
Revised plans received October 3, 1975, meet design standards.

A. HISTORY: Records indicate that part of this block was used for a filling station
site and a used-car lot prior to 1940. In November of 1970, a Special Use Permit
was granted to Kappy Motars, Incorporated to allow the installation of a Used-
Car Lot.
B. FRONTAGE AND AREA: The lot extends along Kellogg Boulevard for 330 feet, along
Main Street for 280 feet, and along Fifth Street for 330 feet. The area of the
site is approximately 54,000 square feet.
C. SITE CONDITIONS: The site is developed with House of Statues and its accompar_ying
parking lot. The site is level and at street grade.
D. DESIGN STANDARDS: Plans received October 3, 1975, meet design standards.
E. AREA ZONING: The surrounding area is zoned entirely Commercial,
F. AREA CONDITIONS: The Civic Center exists to the east of the site. The property
across Kellogg Boulevard is vacant. The rest of the area i� commercially
developed.
G. STAFF RECOMMENDATION: Staff recommends approval conting�nt upon the capaci.ty
of the developer to meet the requirements of the Publ�c Works Department.

MINUTES OF THE PUBLIC HEARING BEFORE THE BOARD OF ZONING
ON THURSDAY, SEPTEMBER 18, 1975, AT 3:00 P.M.
PRESENT: Mme. Showalter, Messrs. Bryan, Hummer, Willits, and Rupp of
the Board; Mr. Sipkins, Assistant City Attorney; Mr. McGuire
and Miss Jacobson of the Planning Department Staff.
PAUI..A'S INC. (7796): An application for a permit to install a 70-car parking lot
on property located on the block bounded by Kellogg, Main, Fifth, and Smith
Streets.
The petitioner was present. There was no opposition to this permit.
Mr. McGuire gave the staff report. Staff recommended approval contingent upon
the capacity of the developer to meet the requirements of the Department of j
Public Works. �
Mr. McGuire stated that the 35E freeway on and off-ramps may affect this
property at som� future time.
Philip Forman, 355 Main Street, representing the applicant, stated that he
had submitted revised plans, and they should comply with the requirements.
Mr. Bryan moved they recommend approval of the permit. Mrs. Showalter
seconded the motion.
Mr. Forman asked how soon they could start parking .cars on the property.
Mr. Rupp stated that the Board would try to speed the process up to enable him
to use the parking lot.
The motion to recommend approval carried unanimously.
