REGNIER Members of the Council of the City of Saint Paul On August 19, 1975, the Port Authority of the City of Saint Paul passed Resolution No. 1004, a copy of which is on file with the City Clerk, which in effect requests the City Council to levy taxes for the benefit of and expenditures by the Port Authority of the City of Saint Paul pursua.nt to Minnesota Statutes 458. 199. This re- quest by the Port Authority and the subsequent resolution passed by the Saint Paul City Council is done annua.11y. It is requested tha.t the City Council place this resolu- tion on its agenda as soon as possible. For purposes of informa.tion it should be pointed out tha.t Minnesota Statutes 458. 199 authorizes the City Council to levy taxes for �he benefit of and expenditure by the Port Authority not exceeding in any one year an amount equa.l to 35/100 of one mill upon the dollar of the assessed valua,tion thereof upon all the taxable property in the City of Saint Paul, excluding money and credits, and tha.t any money levied for such purpose shall be paid over by the County Treasurer to the Treasurer of the Saint Paul Port Authority for the expenditure by the Port Authority as in its judgment best serves the public interest in carrying on and executing the duties of the Port Authority in creating industrial development districts. The statute specifically provides tha.t such tax levy sha.11 be iri addition to and in excess of any limitation upon the amount tha.t the City of Saint Paul is otherwise permitted by law to levy as taxes. The attached table shows the Port Authority's debt service on existing bond issues and increases anticipated in the mill levy if the pro�ects contained in th� 1975 budget are accomplished or contracted for in 1975 or 1976. The column B the amount of tax levy and bonds that have already been authorized by Council resolution is shown. In column C and D costs anticipated to be essential expenditures by the Port Authority staff are shown. The Column headed "Taxes Port Authority Development" shows the taxes collected from Port Authority development. The column fails to mention that these taxes are collected for the School District, Ramsey County and the City of St. Paul. These taxes should be divided by approximately 1/3 to show the additions of revenue for the City of St. Paul. It is estimated that construction of the projects budgeted will require 160 ' persons or more for a period of 12 months. The commercial and industrial construction resulting from these projects would be in the neighborhood, of 600 to 800 employees for a period of up to two years after site prepara- tion. The new jobs created by the proposed projects in the initial phases ' would employ when construction is completed approximately 450 persons. There would be 300 jobs saved by relocating Plastics Inc. ' The projects programmed for work in 1975 will generate an estimated �11 ,000,000 in commercial and industrial construction, and an estimated j�412,000 in real estate taxes upon completion. Amtrakts passenger station has obvious benefits, � however, the site is projected for future developments as the _ center of a multi-modal transportation complex with related ' corrmerciai- facilities. SITE LOCATION• ' The site selected by Amtrak is illustrated in Section 2. The City , of St. Paul owns approximately 20 acres west of the existing K-Mart ' store. A portion of the City property is utilized by the Fire Department as a training facility. The remaining property -to the west is owned by the Burlington-Northern Railroad. Planning and ' City Administration have approved the development plan presented herein. tPROPOSED DEVELOPMEI�IT: Phase I • ' Phase I of the development calls for the constrnction of the Amtrak passenger station to begin this year and to be ' occupied and in operation by September, 1976. Cost for the Amtrak station alone including the trackage necessary to serve the passenger station is estimated at $3 million. ' ' ' , . HISTORY ' The Port Authority Comnissioners i:n June i974 created this industrial district at -the request of the City Administrator. It was created to ' assist West Publishing Company and Piastics--inc. with their-expansion: - and parking probiems. In December of 1974 the Port Authority received title to five tax ' forfeited lots in the District. In February of 1975 the Port Authority Corr�nission executed a lease with � Plastics Inc. for use of three of the tax forfeited lots for parking purposes. This lease is subject to a 30-day, cancellation clause. , 2. PROPOSED EXPENDITURES Northwestern Bell Telephone Company currently owns _approximately 28,000 square feet in the District which we propose to-acquire _and • ' make available for development. We are also proposing to acquire the existing Plastics Inc. facility and assist-them in relocation to another Port Authority site. Plastics currently does not have enough land for ' expansion or enough parking space to accorrnnodate their needs. The Housing and Redevelopment Authority will be acquiring the one off-street parking lot that Flastics owns in late 1975 to provide room for the , Shepard Road-Chestnut Street improvement project. We estimate acquisition and relocation costs to be $1 ,750,000.00. Also included is an item to request an expenditure af $40,000.00 for , the demolition of the existing Plastics Inc. building.
