This is written in response to the application of Rice Speedy Car
Wash for a permit to expand an existing car wash on property located
on the northea�t corner of Rice and Montana Streets, This property
is further described as follows:
Lot 16 and 17, Block 9, Merrill's Division of Rice Street Villas.
This matter was heard by the Board of Zoning on September 5, 19�75.
Staff recommended approval of plans on file received August 1,0�;f 1975.
After brief discussion of the expansion, a motion to recomanend approval
of the permit carried unanimously.

A. HISTORY: In 1965� a permit was granted to develop the property with a car wash
operation and two gasoline pump islands accessory thereto.
B. FRONTAGE AND AREA: The lot on which the expansion is proposed is 50 feet wide and
200 feet deep for an area of 10,000 square feet.
C. SITE CONDITIONS: There is an existing structure on the site. Directly south is
a black topped area used for pumping gas and drying cars. There is a grassy
portion of the site abutting West Montana Street which is approximately 30 feet
in width. The North fifty (50) feet of the site is undeveloped,
D. DESIGN STANDARDS: Plans received August 10. 1975, meet design standards.
E. AREA ZONING: Rice Street frontage is zoned Commercially. The rest of the area is
zoned mixed "A" and "C" Residential .
F, AREA CONDITIONS: The Rice-Arlington Athletic Field exists to the south across
Montana. While the east side of Rice to the north is predominantly commercially
used, the west side has predominantly residential uses.
G. STAFF RECOMMENDATION: Staff recommends approval of the proposed expansion
according to plans received August 10, 1975.

. MINUTES OF THE PUBLIC HEARING BEFORE THE BOARD OF ZONING
ON THURSDAY, SEPTEMBER 5, 1975, AT 3:00 P.M.
PRESENT: Mme. Showalter, Messrs. Bryan, Hummer, Willits, and Rupp of
the Board; Mr. Sipkins, Assistant City Attorney; Mr. McGuire,
Mr. Miller, and Miss Jacobson of the Planning Department Staff.
RICE SPEEDY CAR WASH (7795): An application for a permit to expand an
existing car wash on property located on the northeast corner of Rice an3
Montana Streets.
Mr.. Miller gave the staff report. Staff recommended approval of the project
based on the plans on file.
There was no opposition to this permit. Mr. Stuart Pihlstrom, the owner
of the Rice Speedy Car Wash was present.
Mr. Willits asked how they were expanding. Mr. McGuire explained that they
were expanding the existing structure.
Mr. McGuire noted that the ordinance controlling permits for expansion
classifies any improvement costing in excess of a relatively low fixed
amount as a "major alteration" and requires re-review and hearing of the
plan.
Mr. Rupp said that the change should alleviate the congestion on the lot.
Mr. Willits moved that the Board recommend approval of this permit.
Mr. Bryan seconded the motion and it carried unanimously.
