OFFiCE OF THE CITY ATTORNEY
NiEMORANDUM P I E R R E N. R E G N I E R
T0: Members of the Council of
the City of Saint Paul
FROM: Jezome J. Segal
Assistant City Attorney
RE: Ordinance Nos. 15708 and 15894 -
Approving Port Authority General
,Improvement Bond Issues.
At the request of our Bond Counsel, T have prepared
amendments to the above two ordinances. The amendments
would permit a combined bond issue by the Port Authority
for Series I and Series J. The amendment also deletes
a provision, which deletion if approved would permit the
Port Authority to schedule annual amounts of maturities
by averaging the tao combined issues as well as the
remaining outstanding Port Authority bond issues.
Tf the Council concurs in these proposed amendments, they
should be introduced and adopted so that they are in
effect prior to the time that the Port Authority delivers
the bonds and receives the cash.
These proposed amendments also have been approved by the
ort Authority' s Bond Fiscal Consultant, the firm of
Peterson and Popovich,
