WHEREAS, the Commissioner of the Department of Transportation (Mn/DO� has prepared a
layout for the improvement of parts of Trunk Highways (T.H.) I-494 and 61, which includes
replacement of the I-494 Wakota Bridge over the Mississippi River, and associated local
improvements, partly within the corporate Iimits of the City of Saint Paul from the South City Limits
to about 1,800 feet north of Carver Avenue, and seeks the approval thereof; and
WHEREAS, said layout is on file in the office of the Department of Transportation in Saint Paul,
Minnesota, being marked, labeled and identified as: Layout No. 1, T.H. 61 (SP 8285-79) vicinity of
St. Paul Park to Carver Avenue (T.H. 61 Portion) (Segment 4); and
WHEREAS, Mn/DOT has worked cooperatively with the City, and all affected municipalities to
develop a layout that meets the transportation needs of the region, while being sensitive and
responsive to the affected municipalities' needs; and
THEREFORE BE IT RESOLVED, that the Saint Paul City Council hereby approves the layout for
the improvements to T.H. 61, and associated local improvements, from the south corporate limits
of the City of Saint Paul to 1,800 feet north of Carver Avenue, all associated with improvements to
Trunk Highways I-494 and 61, which includes the replacement of the I-494 Wakota Bridge over the
Mississippi River, and

INITIATING PROBLEM, ISSUE, OPPORTUNRY (WHO, WHAT, WHEN, NRIERE, WH1�:
Trunk Highways I-494 and 61 are currentiy both very congested regional facilities with designs that cannot safely meet the
current traffic demand. Mn/DOT has worked with all three affected Counties and 6 directiy affected Cities, inciuding Saint
Paul, for over three years to develop a layout that meets the regional needs, while being sensitive and responsive to the
needs of the municipalities.
AWANTAGES IF APPROVED:
The layout, as submitted, improves the safety and capacity of the regional system, greatiy improves the access to the
regional system for the businesses and industries on Red Rock Road and improves the safety, while maintaining good
access to the regional system for the businesses and residences that utilize Caver Avenue. This layout wiil also remove
some vehicie trips from Point Douglas Road. No City funding will be required to construct these improvements.
