WHEREAS, Parrish' s, Inc. , is the holder of On-Sale Li quor
License No. 8694, C-2 Restaurant, Off-Sale Malt Liquor, and
Cigarette License No. 9177, all expiring January 31, 1976; and
Sunday On-Sale Liquor License No. 1915, exp�ring April 24,
1976; at 2176 West Seventh Street in St. Paul, for the premises
known as Parrish' s Supper Club; and
WHEREAS� the License Inspector recommended revocation of
the On-Sale Liquor License on the grounds that Thomas J.
Parrish cVice President and Manager of Parrish' s Suppe� Club)
sold ma.chine guns in violation of federal law on November 6,
1974 and April 7, 1975, such sales being arranged and completed
using the premises and facilities of the licensed establishment;
and
�����- WHEREAS, the License Inspector notified the licensee in
writing of his recommendation and the grounds therefor, and set
a date for hearing on the matter; and
WH�REAS, a hearing was held on September 23, 1975 at 9:00
a.t�. in Room 707; at which Mr. and Mrs. Oakley Parrish were
present with the�.r attorney, Mr. John C. Rowland, and indicated
they had received the notice and were prepared to proceed, and
were afforded an opportunity to testify and present evidence
and examine adverse witnesses; and
WHEREAS, evidence was received from Mr. Joseph Carchec�i,
� License Inspector; Mr. John J. 0'Toole, Special Agent, U.S.
Treasury Aepartment ; Mr. John C. Rowland, Attorney at Law; and
Mr. Oakley Parrish; together with documentary evidence; and

WHEREAS, evidence was presented that Thoma.s J. Parrish
was Vice President of Parrish' s, Inc. and manager of Parrish' s
Supper Club until approxima.tely March l, 1975, and manager
thereof until April 7, 1975; that although it was never
communicated to or approved by the City Council or License
Committee (in violation of St. Paul Legislative Code Section
308.16) said Thomas J. Parrish was removed as an officer of
the corporate license holder and transferred his stock in said
corporation; that this failure to communicate was an oversight
on the part of counsel and neglect on the part of the licensee;
that Thomas J. Parrish did use in the two sales charged the
premises, facilities and telephone of Parrish' s Supper Club
to initiate, discuss, arrange and consumma.te the t�nlaw�ul sale
of machine guns in violation of federal law; and that the
intended purpose of such weapons was for use in bank robberies
and other armed robberies; and
WHEREAS, after discussion, the Licenses Subcommittee
voted unanimously to suspend the operation of Parrish' s
Supper Club for a period of seven days, beginning at 12:01
a.m. Sunday, October 5, 1975, through 11:59 p.m. Saturday,
October 11, 1975; and
WHEREAS, neither the licensee nor counsel for the licensee
objected to this suspension, in that it was applicable to all
the licenses herein indicated; and
WHEREAS, a copy of this Resolution has been ma.iled to
counsel for Mr. and Mrs. Oakley Parrish, advising that he
may file written objections with the City Clerk and appear
before the City Council on September 30, 1975, to argue
against its passage; now, therefore, be it

at 12:01 a.m. October 5, 1975, and ending at 11:59 p.m.
