Upper Landing Pazk River Bank Improvements: Federal Request: $1.0 Million River edge improvements at Upper I.auding Park node on the East Bank Mississippi River Regional Trail adjacent to the Great River Road and Science Museum of Mivnesota. PED SubmittaLs: 10. Trout Brook - Lower Phalen Greenwav Trail Development: Federal Request: $1.5 M Design & construct 3 mile Trout Brook Greenway trail, connecting County's Trout Brook Trail at the City's northem boundary to 4th Street near I.owertown. The Trout Brook Greenway Trail will link with the regional Gateway Trail, Bruce Vento Regional Trail, and proposed Lower Phalen Creek Project trail. 11. River Bluff Acauisition & Preservation: Federal Request: $500,000 Acquire steep slope parcels along Highway 61, which is part of the Great River Road from Itasca, MN to Louisiana. 12. Concord Bike Trail Connection and Streetscane: Federal Request: $1.0 Million Repave Concord St. and lay striping to include bike lanes along Concord and Wabasha to connect to Dakota County Regional Trail, Downtown Saint Paul (via Wabasha), and the Lilydale bike trail (via the Mississippi River Promenade/Harriet Island). Include curb bump-outs at key intersections to calm traffic and pavers at high traffic cross walks. When middle turning lane is not necessary along Concord St. from the Highway 52 bridge west to the intersection of Wabasha St., add tree-lined boulevard. Public Works Subtnittals: 13. Earl Street Bridge Reconstruction: Federal Request: $3.4 Million This project which was selected previously needs to be resubmitted due to an increased project estimate. Current estimates indicate an additional $1 million eligible federal funding above the capped program amount. Assuming the project is approved, this action will not affect the current conshuction schedule. 14. Burr Street Bridae Reconstruction: Federal Request: $1.8 Million The Burr Street Bridge is presently closed and scheduled for demolition in 2002. If this project is approved for federal funding, the local match of approximately the same magnitude would need to be considered in the 2004 or 2005 CIB process. Ot-9�� 15. Como Avenue Bikeway Pro�ect: Federal Request: $750,000 Sign and stripe on-street bike lanes, sign shaze roadways, adjust traffic control devices and remove street pazking in azeas of critical width to create a bicycle transportation route linking Downtown Saint Paul, Summit Avenue, Lake Como, Gateway Trail, and the Mississippi River. 16. Ayd Mill Road off-street Bicycle/Pedestdan Trail: Federal Request: $1.0 Million Construct an off road bicycle/pedestrian trail along the east side of the Canadian Pacific Railway (formerly Short Line) from Scheunaman and Laurel ( just south and east of Selby and Hamline) to about Benhill Rd. and Victoria. On street signage north to Selby and Hamline and also south on Victoria to Palace (connecfion to 35E regional bike trail). Submittal of this project is pending Rail Road approval. 17. Selbv Avenue Enhancement Project Phase I: Federal Request; $1.0 Million The scope of the project is to narrow Selby Avenue form 46-50 feet wide to 38 feet wide between Lexington and Summit. This will increase the boulevard/sidewalk area from 7-8 feet to 11-14 feet while providing sufficient traffic lanes with pazking on both sides of the street. Bumpouts wiil be added to intersection corners where possible, fiuther reducing the street crossing. Phase I limits are between Grotto and Mackubin. 18. Selby Avenue Enhancement Project Phase II: Federal Request; $1.0 Million Phase II limits are between Victoria and Grotto and Mackubin to Arundel. River Bluff Acauisition & Preservation: Federal Request: $500,000 Acquire steep slope parcels along Highway 61, which is part of the Great River Road from Itasca, MN to Louisiana. 12. Concord Bike Trail Connection and Streetscane: Federal Request: $1.0 Million Repave Concord St. and lay striping to include bike lanes along Concord and Wabasha to connect to Dakota County Regional Trail, Downtown Saint Paul (via Wabasha), and the Lilydale bike trail (via the Mississippi River Promenade/Harriet Island). Include curb bump-outs at key intersections to calm traffic and pavers at high traffic cross walks. When middle turning lane is not necessary along Concord St. from the Highway 52 bridge west to the intersection of Wabasha St., add tree-lined boulevard. Public Works Subtnittals: 13. Earl Street Bridge Reconstruction: Federal Request: $3.4 Million This project which was selected previously needs to be resubmitted due to an increased project estimate. Current estimates indicate an additional $1 million eligible federal funding above the capped program amount. Assuming the project is approved, this action will not affect the current conshuction schedule. 14. Burr Street Bridae Reconstruction: Federal Request: $1.8 Million The Burr Street Bridge is presently closed and scheduled for demolition in 2002. If this project is approved for federal funding, the local match of approximately the same magnitude would need to be considered in the 2004 or 2005 CIB process. Ot-9�� 15. Como Avenue Bikeway Pro�ect: Federal Request: $750,000 Sign and stripe on-street bike lanes, sign shaze roadways, adjust traffic control devices and remove street pazking in azeas of critical width to create a bicycle transportation route linking Downtown Saint Paul, Summit Avenue, Lake Como, Gateway Trail, and the Mississippi River. 16. Ayd Mill Road off-street Bicycle/Pedestdan Trail: Federal Request: $1.0 Million Construct an off road bicycle/pedestrian trail along the east side of the Canadian Pacific Railway (formerly Short Line) from Scheunaman and Laurel ( just south and east of Selby and Hamline) to about Benhill Rd. and Victoria. On street signage north to Selby and Hamline and also south on Victoria to Palace (connecfion to 35E regional bike trail). Submittal of this project is pending Rail Road approval. 17. Selbv Avenue Enhancement Project Phase I: Federal Request; $1.0 Million The scope of the project is to narrow Selby Avenue form 46-50 feet wide to 38 feet wide between Lexington and Summit. This will increase the boulevard/sidewalk area from 7-8 feet to 11-14 feet while providing sufficient traffic lanes with pazking on both sides of the street. Bumpouts wiil be added to intersection corners where possible, fiuther reducing the street crossing. Phase I limits are between Grotto and Mackubin. 18.
