1 WHEREAS, the Twin Cities region has been allocated Surtace Transportation Program (STP),
2 Congestion Mitigation/Air Quality Improvement Program (CMAQ), Transportation Enhancement
3 Program (TEP) and Bridge Replacemeni (BiR) funds under ihe Transportation Equity Act fior the
4 21 st Century (TEA-21); and

6 WHEREAS, the Metropolitan Council is soliciting projects to be funded under STP, CMAQ, and
7 TEP and the Minnesota Department of Transportation (Mn/DOT) is soliciting projects for funding

10 WHEREAS, this solicitation will award Federal funds for projects or programs for Federal Fiscal

WHEREAS the Department of Parks and Recreation, Planning and Economic Development and
Public Works have reviewed the qualifying and ranking criteria for the STP, CMAQ, TEP, and BIR
programs, and based on the qualifying criteria, city programs, plans and needs, submit the
eighteen (18) projects or programs on ATTACHMENT "A" for submittaf to the Metropolitan Council
or Mn/DOT for review, rating and recommendation for TEA-21 funding.

Phalen Regional Pazk Ped / Bike Trail System: Federal Request: $1.0 Million
Pedestrian and bicycle trail implementation within Phalen Regional Pazk including new
trails, signage, seating azeas, erosion and slope repair and landscaping.
2. Como Reeional Pazk Ped / Bike Trails: Federal Request: $680,000
Completion of the pedestrian and bicycle trail system within Como Regional Park
including trail signage, benches, bicycle racks and landscaping.

Federal Request: $2.8 million
Implementation of a shuttle system between the State Fairgrounds Como Avenue pazking
area and Como Regional Park along the historic Como-Harriet Interurban Streetcaz Line,
including an internal shuttle loop linking the park's major features.

Rehabilitation of historic park features within Como Regional Pazk including the
Aquazium, Mannheimer Memorial, Schiller Monument and the Lily ( Frog ) Pond

Federal Request: $3.04 Million
Completion of the Lower Phalen Creek Regional Trail between Commercial Street and
the East Bank Mississippi River Regional Trail Corridor. The project includes
construction of a pedestrian and bicycie trail including trail signage, seating azeas,
landscaping and a trail bridge over Warner Road.
6. Historic Upper Landin¢ Plaza: Federal Request: $1.0 Million
Reconnect the community to the Mississippi and interpret the old steamboat landing and
railhead on ihe historic Upper Landing at Chesmut Street — adj acent to the East Bank
Mississippi River Regional Trail and Great River Road.
7. Mississipvi Commercial Navieation Overlook: Federal Request: $360,000
Create an overlook far viewing and interprefing commercial river operations at the Upper
Landing barge flee6ng area (river mile 840.5) — adjacent to the East Bank Mississippi
River Regional Trail and Great River Road.

Adaptive reuse of the lustoric City House and Sack House adjacent to the East Bank

River edge improvements at Upper I.auding Park node on the East Bank Mississippi
River Regional Trail adjacent to the Great River Road and Science Museum of

PED SubmittaLs:
10. Trout Brook - Lower Phalen Greenwav Trail Development: Federal Request: $1.5 M
Design & construct 3 mile Trout Brook Greenway trail, connecting County's Trout Brook
Trail at the City's northem boundary to 4th Street near I.owertown. The Trout Brook
Greenway Trail will link with the regional Gateway Trail, Bruce Vento Regional Trail,
and proposed Lower Phalen Creek Project trail.
11. River Bluff Acauisition & Preservation: Federal Request: $500,000
Acquire steep slope parcels along Highway 61, which is part of the Great River Road
from Itasca, MN to Louisiana.
12. Concord Bike Trail Connection and Streetscane: Federal Request: $1.0 Million
Repave Concord St. and lay striping to include bike lanes along Concord and Wabasha to
connect to Dakota County Regional Trail, Downtown Saint Paul (via Wabasha), and the
Lilydale bike trail (via the Mississippi River Promenade/Harriet Island). Include curb
bump-outs at key intersections to calm traffic and pavers at high traffic cross walks.
When middle turning lane is not necessary along Concord St. from the Highway 52
bridge west to the intersection of Wabasha St., add tree-lined boulevard.
Public Works Subtnittals:
13. Earl Street Bridge Reconstruction: Federal Request: $3.4 Million
This project which was selected previously needs to be resubmitted due to
an increased project estimate. Current estimates indicate an additional $1
million eligible federal funding above the capped program amount. Assuming
the project is approved, this action will not affect the current
conshuction schedule.
14. Burr Street Bridae Reconstruction: Federal Request: $1.8 Million
The Burr Street Bridge is presently closed and scheduled for demolition in
2002. If this project is approved for federal funding, the local match of
approximately the same magnitude would need to be considered in the 2004 or
2005 CIB process.

15. Como Avenue Bikeway Pro�ect: Federal Request: $750,000
Sign and stripe on-street bike lanes, sign shaze roadways, adjust traffic control devices
and remove street pazking in azeas of critical width to create a bicycle transportation route
linking Downtown Saint Paul, Summit Avenue, Lake Como, Gateway Trail, and the
Mississippi River.
16. Ayd Mill Road off-street Bicycle/Pedestdan Trail: Federal Request: $1.0 Million
Construct an off road bicycle/pedestrian trail along the east side of the Canadian Pacific
Railway (formerly Short Line) from Scheunaman and Laurel ( just south and east of Selby
and Hamline) to about Benhill Rd. and Victoria. On street signage north to Selby and
Hamline and also south on Victoria to Palace (connecfion to 35E regional bike trail).
Submittal of this project is pending Rail Road approval.
17. Selbv Avenue Enhancement Project Phase I: Federal Request; $1.0 Million
The scope of the project is to narrow Selby Avenue form 46-50 feet wide to 38 feet wide
between Lexington and Summit. This will increase the boulevard/sidewalk area from 7-8
feet to 11-14 feet while providing sufficient traffic lanes with pazking on both sides of the
street. Bumpouts wiil be added to intersection corners where possible, fiuther reducing
the street crossing. Phase I limits are between Grotto and Mackubin.
18. Selby Avenue Enhancement Project Phase II: Federal Request; $1.0 Million
Phase II limits are between Victoria and Grotto and Mackubin to Arundel.

Federal Request: $3.04 Million
Completion of the Lower Phalen Creek Regional Trail between Commercial Street and
the East Bank Mississippi River Regional Trail Corridor. The project includes
construction of a pedestrian and bicycie trail including trail signage, seating azeas,
landscaping and a trail bridge over Warner Road.
6. Historic Upper Landin¢ Plaza: Federal Request: $1.0 Million
Reconnect the community to the Mississippi and interpret the old steamboat landing and
railhead on ihe historic Upper Landing at Chesmut Street — adj acent to the East Bank
Mississippi River Regional Trail and Great River Road.

Create an overlook far viewing and interprefing commercial river operations at the Upper

10. Trout Brook - Lower Phalen Greenwav Trail Development: Federal Request: $1.5 M
Design & construct 3 mile Trout Brook Greenway trail, connecting County's Trout Brook
Trail at the City's northem boundary to 4th Street near I.owertown. The Trout Brook
Greenway Trail will link with the regional Gateway Trail, Bruce Vento Regional Trail,
and proposed Lower Phalen Creek Project trail.
11. River Bluff Acauisition & Preservation: Federal Request: $500,000
Acquire steep slope parcels along Highway 61, which is part of the Great River Road
from Itasca, MN to Louisiana.
12. Concord Bike Trail Connection and Streetscane: Federal Request: $1.0 Million
Repave Concord St. and lay striping to include bike lanes along Concord and Wabasha to
connect to Dakota County Regional Trail, Downtown Saint Paul (via Wabasha), and the
Lilydale bike trail (via the Mississippi River Promenade/Harriet Island). Include curb
bump-outs at key intersections to calm traffic and pavers at high traffic cross walks.
When middle turning lane is not necessary along Concord St. from the Highway 52
bridge west to the intersection of Wabasha St., add tree-lined boulevard.
Public Works Subtnittals:
13. Earl Street Bridge Reconstruction: Federal Request: $3.4 Million
This project which was selected previously needs to be resubmitted due to
an increased project estimate. Current estimates indicate an additional $1
million eligible federal funding above the capped program amount. Assuming
the project is approved, this action will not affect the current
conshuction schedule.
14. Burr Street Bridae Reconstruction: Federal Request: $1.8 Million
The Burr Street Bridge is presently closed and scheduled for demolition in
2002. If this project is approved for federal funding, the local match of
approximately the same magnitude would need to be considered in the 2004 or
2005 CIB process.

15. Como Avenue Bikeway Pro�ect: Federal Request: $750,000
Sign and stripe on-street bike lanes, sign shaze roadways, adjust traffic control devices
and remove street pazking in azeas of critical width to create a bicycle transportation route
linking Downtown Saint Paul, Summit Avenue, Lake Como, Gateway Trail, and the
Mississippi River.
16. Ayd Mill Road off-street Bicycle/Pedestdan Trail: Federal Request: $1.0 Million
Construct an off road bicycle/pedestrian trail along the east side of the Canadian Pacific
Railway (formerly Short Line) from Scheunaman and Laurel ( just south and east of Selby
and Hamline) to about Benhill Rd. and Victoria. On street signage north to Selby and
Hamline and also south on Victoria to Palace (connecfion to 35E regional bike trail).
Submittal of this project is pending Rail Road approval.
17. Selbv Avenue Enhancement Project Phase I: Federal Request; $1.0 Million
The scope of the project is to narrow Selby Avenue form 46-50 feet wide to 38 feet wide
between Lexington and Summit. This will increase the boulevard/sidewalk area from 7-8
feet to 11-14 feet while providing sufficient traffic lanes with pazking on both sides of the
street. Bumpouts wiil be added to intersection corners where possible, fiuther reducing
the street crossing. Phase I limits are between Grotto and Mackubin.
18. Selby Avenue Enhancement Project Phase II: Federal Request; $1.0 Million
Phase II limits are between Victoria and Grotto and Mackubin to Arundel.
