Knox Lumber has recently announced that it is seeking bankruptcy protection and that its assets will be liquidated. The Chamber believes that this large site has strong redevelopment potential but that in the bankruptcy process a new use for the site could prevail that does not maximize this potential. ln past bankruptcy situations, such as that involving Wintz Trucking on Energy Park Drive three years ago, large Midway I1 sites have been sold to uses that do not represent the highest and best use of our scarca land. To prevent this situation from occurring at the I{nox site, the Chamber would tike to see a short term moratorium in place to allow the city and the community to undetake an analysis of the best land use and market potantial, The Chamber recognizes that moratoriums are unusuai but generally we believe that large urban sites, such as the Knox site, represent unusual opportunities that are legitimate for public sector study. The goal of this study would be to examine the options to maximize the sita in terms of employment, private investment, tax generation, etc. We suggest that a small Task Force of stakeholders, including the Hamline Midway Coalition and Chamber, be charged with overseeing a brief study of the redevelopment potential of the site and report back to the City Council on their findings. The intersection of Prior and University is one of few in the wast Midway that has not seen new investment in recent years. Fairview and University is undergoing a transformation thanks to Episcopal Homes, Goodwill and Griggs Midway. Vandalia and University has seen a former gas station uansformed into a new branch bank.
