hereby approve Grant Agreement whereby the City will act as a
Grantee for the purpose of receiving and disbursing grant funds
received from the Governor' s Commission on Crime Prevention &
Control on behalf of the "St. Paul-Ramsey County Criminal
Justice Advisory Committee" , and the proper City officers are
authorized to execute the Grant Agreement on behalf of the
City of Saint Paul and to carry out all the conditions and
responsibilities required by the saicl Grant Agreement.

Financial t-i�nagement for Pla;�ning and Action Gr�nts. Costs �lhich require

curred by Grantee ��ithout the ��ritten prior approval of Grantor. For
purposes of complying with the reyuireme.nt for E�rior appro;�a1 of eyuip-
ment purchnses , equiprnent shall bc defined as tangible �,roperty having
a usefui life of rxwre than one year and an initial cost of more than
$300.00.
3. Funds made available pursuant to tf�is agreem•�;�t may be used to reimburse
Grantee for indirect costs of this project �t a rate not in excess of

4. For all expenc!itures of funds rnade pursuant to this agree��ent, Grantee
shall keep financial records i►�clud�ng preperly e;ecutcd pa•yrol ]s , tir�e
records , invoices, contracts, receipi-s, vouciiers , and other doulmsnts
sufficient to evidence in proper detail , tf�c nature and propriety of •
the expenditur.e. For all personne) and individual consultants co�pen--
sated out of such funds, Grantee shall keep tin��; recorus �•�hich identify
each individual compensated by name and indicate the calendar dates
and number of hours of each day for which t!��e individual is compensated. �
These time records must be signed by both tf�e individual and his super-
visor. Grantees that are educational institutio�s shall maintain time
records in accordance witti the re�uiremcnts set forth in Office of
Ftanagement and Budget Circular �lur:,ber A-21 entitled "Prir�ciplcs for
Determining Costs Applicable to Research and Developm�nt and Educational
Services Under Grants and Contract with Educational Institutions".

5. Al ] funds provided by Grantee pursuant to this agreer.�ent shall consist
of money appropriated by state or local gover�rirr.�nt or private source
for the purpose of sharing in the cost of this project as required by
LEAA Guideline Manual M7100. 1A.
6. For all procurements made in implementing this grant project, Grantee
shall use procurernent procedures which are consistent with LEAA Guide-
line Manual h17100. 1A.
7. Grantee shall promptly notify Grantor of any change in f'roject Director,

The roll of major urban areas with high crime incidence rates in
Criminal Justice Planning was recognized by the Crime Control and Safe
Streets Act of 1968 as amended 1970 . Part B, Section 203 of Title I of
the Act has stated that it is tY�e responsibilities of local units of
. government " . . . to develop cornprehensive plans and coordinate (criminal
Justice) functions a�i: the local level" .
So this end, the Governor' s Commission on Crime Prevention and
Control complied with the Act and recognized the Saint Paul-Ramsey County
Criminal Justice Committee has having planning and grants review
authority over local Criminal Justice plans and grants programs within
Ramsey County.

The Plan itsLl_f, as specified by CJAC, is dependant on
results of a systematic investigation of juveni_le
delinquency and prevention agencies , police , cour-ts ,
and correctional agencies within the City of St . Paul
and Ramsey County. Information included with the Plan
relates to the organization, activities , and resources
of cornponent elements , including statistics regarding
the size , costs and c��orkload of componen� operations and
a detailed description of State-Local coordination of
' related services where such coordination exists .
A subsequent analysis of needs and problem areas will
lead to a statexent of priorities . These priorities
will suggest the multi-year component of the Plan.

The intent and purpose of thi.s grant system is to review `
programs and projects for: their conformity with the

� on the City' s operating and capital budgets ; their
impact on the criminal justice system; and tneir conior.?:�ity
with the CJAC Comprehensive Cr?minal Justice °lan .
The review precess shall consist of five steps. Whil�
t?:e grant und�r�oes a staff program �nd budget revie�a,
the application will be revie��ed by the appropriate City
• . or County Financial Departrnent , legal officers and , when
appropriate , the County Administrator or Welrare
Department . The grant request , after initial review
will be sent to the CJAC Subcommittees on Cor.imuntiy
Crime Prevention, Law Enforcement, Community Corrections

for final approval and priority ranking. The grant will

• through actual praject site visits , by obtain.ing and
compiling narr�ative reports on a time specified basis
from the project directors and by requirin� project

The project directors are responsible for turning in
quarterly and rnonthly narrative progress reports on
project activities to the Grants tfanager of the Advisory
Committee . The quart�rly reports will describe the
progress of the project from the beginning of the
project to the date of the report. The monthly report
will include all quantitative data relative to the
client population, nu:nber of cases in progress and
number of cases completed.
, d. Fiscal Control and Fund Accounting Procedures
The project director is responsible for submitting
monthly expenditure reports and a final report on project
completion. These reports should provide information
needed to adequately identify the receipt and
expenditure of funds. Entries will be accompanied by
documentation to support the entry. Project directors

general committe� appointed by the Chairman of the Ramsey County
Board and ratified by the Ramsey C�unty Board of Commissioners .
Members of the Advisory Cornmittee were selected and appoint�d
by the Chairman. The Chairman of the Ramsey County Board of
Commissioners serves as the Chairman of the Cr•i_minal Justice
Advisory Committee with its composition being made up of
funetioning subcommittees on: Law Fn�orce���ent , Judicial P-rocess ,
