Dear Madam:
This is written in response to the application of McKee Oil Company for a
Permit to build a self-service station on property located on the northwest
corner of Snelling and Iglehart. This property is further described as
follows:
Lots 1, 2, & 3, Except the North 20 feet of Lot 3, Block 5,
College Park Addition.
This matter was heard by the Board of Zoning on July 17, 1975. Staff explained the
change that would have to be made in order for the plans to meet design standards.
Mr. Jones and Mr. Harlfinger, representing the applicant expressed their
willingness to comply with the suggestions of the Traffic Engineer.
A motion was made to recommend approval of the plan subject to the conditions
previously set forth. The motion carried by a vote of 4 to 1, with Mr. Rupp
abstaining as he was not present to hear the entire presentation.
Plans received July 30, 1975, meet design standards.

A. HISTORY: In 1931 a permit was granted for a service station at this location.
A permit for a root beer stand was granted in 1948.
B. FRONTAGE AND AREA: The site has a frontage of 112.35 feet on Snelling and 120
feet on Iglehart, for an area of 13,482 square feet.
C. SITE CONDITIONS: Northwest corner of intersection of Iglehart Street and Snelling
Avenue. The site contains a vacated building. It was once the site of Midway
Cleaners. There are currently three (3) curb cuts. One (1) on Iglehart Street
and two (2) on Snelling Avenue. The site is in poor ma.intenance at the present
time. The structure itself appears to be sound and of relatively recent
construction,
D. DESIGN STANDARDS: Plans received July 30, 1975, meet design standards.
E. AREA ZONING: The immediate area is zoned Light Industrial. To the north, there
is mixed "B" and "C" Residential and Commercial. To the south is a mixture of
Commercial, "C" Residential, Light, and Heavy Industrial.

ON THURSDAY, JULY. 17, 1975, AT 3:00 P.M.
PRESENT: Mme. Showalter, Messrs. Bryan, Hummer, Willits, and Rupp
of the Board; Mr. Sipkins, Assistant City Attorney;
Mr. McGuire, Mr. Miller, and Miss Jacobson of the Planning
Department Staff.
MC KEE OIL COMPANY (7784) : An application for a permit to build a self-service
station on property located on the northwest corner of Snelling and Iglehart.
Mr. McGuire gave the staff report and stated that the Traffic Engineer had
recommended that the existing driveways that will not be used be removed and
replaced with sidewalk, curbing, boulevard restoration, etc. , according to
City specifications and standards; proposed driveways should have eight foot
radii and be built according to City specifications and standards; physical
curbing and sidewalks should be installed along the Iglehart Avenue side of
the site plan according to filling station design standards and City specifi-
cations and standards; some type of physfcal barrier should be used along the
north side of the site to prevent dama.ge to the adjacent building; the height
of the concrete pump islands should be six inches; Class "A" concrete slab
surrounding the concrete pump islands should extend five feet from the end of
the pump islands; and the concrete curb detail should show a six inch projec-
tion height.
Mr. R. W. Jones of 720 W. 94th Street, Minneapolis, Minnesota, and Mr. R. M.
Harlfinger of Lakeville, Minnesota, were present on the part of the applicant.
They expressed willingness to comply with the suggestions made by the Traffic
Engineer and showed an artist's impression of the completed service station.
Mr. McGuire stated that the proposed barrier could be wheel stops or some
other kind of buffer to protect the building.
No one spoke in opposition to the proposed station.
Mr. Hummer made a motion to recommend approval subject to the conditions as
previously set forth. Mr. Bryan seconded the motion, and it carried unanimously.
Mr. Rupp abstained as he was not present to hear the whole presentation.
The applicant asked for a copy of the plan. Mr. McGuire stated that he could
come to the Zoi�ing Department and get it on the morning of July 18, 1975. Upon
the inquiry of the applicant, Mr. McGuire suggested that the matter would be
heard by the City Council in approximately three weeks.
