RESOLVED by the Council of the City of Saint Paul, Minnesota that
the provision of housing assistance payments for 40 units of elderly
and 60 units of family housing in existing privately owned housing with-
in the City of Saint Paul proposed in Project No. NIl�i-46-E001-001 in the
amount of $227,400, and the Master Section 8 Annual Contributions
Contract No. C-4040 between the Housing and Redevelopment Authority of
the City of Saint Paul, Minnesota and the United States of America
wherein the Government obligates itself to make contribution of the
entire project cost of $227,400 pursuant to Section 8, Housing and
Community Development Act of 1974, are hereby approved pursuant to
Minnesota Statutes Section 462. 465, Subdivision 1, as consistent with
that statute and wi�h the Housing Assistance Plan, Community Development
Program, CD Year I, adopted by Resolution, Council File No. 265302
adopted February 20, 1975.

Dear President and Members of Council:
The Department of Housing and Urban Development has tendered to the HRA
an Annual Contributions Contract in the amount of $227,400 to provide
rent subsidy housing assistance payments to secure rental of 100 units
of assisted housing to the elderly and families of low income in existing
privately owned housing within the City. This program is housing
assistance under 5ection 8 of the Housing and Community Development Act
of 1974. The Contract was tendered by HUD in response to the goal of 400
units incorporated in the Housing Assistance Plan, Community Development
Program, CD Year I, approved by the Council on February 20, 1975. The
CD Year I Budget is not affected in any manner by the tendered Contract
or reduction in number of approved units.
The program (given the designation of Project No. MN-46-E001-001 by HUD)
would permit the Authority to enter into housing assistance payments
contracts with owners of rental units selected by the prospective tenants
qualifying for rental payment assistance, to pay the difference between
market rental of the unit and the amount the low income tenant could pay
(up to 25� of income) . Forty of the units would be for the elderly and
the remaining units for law income families.
Although not happy with the few units reserved by HUD for Saint Paul, the
undersigned requests Council consideration and approval of the provision
of the Project and Contract so that the Housing Assistance Program may be
initiated in Saint Paul.
