SPAID AIP PLANNING COORDINATOR September 3, 1975 Mrs. Rose Ann Mix City Clerk Room 386 City Hall St. Paul, MN 55102 Dear Madam: This is written in response to the application of Kloster-Madsen, Inc. , in behalf of the Urban Affairs Committee of the Archdiocese of St. Paul, for a permit to install a 150-car parking lot on property located on the east side of Westminster between Cottage and Hyacinth. This property is further described by the legal description on file. This matter was heard by the Board of Zoning on August 7, 1975, at which time staff recommended approval of the permit. Mr. Michael, representing the applicant, briefly explained that the motivation for the project is the creation of non-profit housing for moderate income people, particularly directed at the elderly and the handicapped. A scale model of the proposed complex was presented and explained. Several people appeared in opposition because of the projected increase in traffic that will be generated by this project. It was explained that because of the concentration of elderly residents there would be less use by the residents of the development than a normal complex. Also, there would be no children allowed in 40 of the 100 units to conserve them for the elderly. A motion was made and seconded to recommend approval of the permit. Mr, Hummer stated that he would like the motion to provide that not more : then 100 units be built on the site. It was also suggested that the applicant attempt to include a few extra spaces in the parking lot to - act as a buffer to take care of the overflow. The roll was called and it carried unanimously. HISTORY: The north 100 feet and the south 75 feet of this property was rezoned to "C" Residence on September 4, 1971 . The rest of this property was rezoned to "C" Residence on September 26, 1970, after the District Court ruled that the Council action denying the petition to rezone was improper. In April , 1972, an appeal to vary the setback requirements and an application for a permit to construct a 254-car parking lot for a 135^unit apartment building were granted. An appeal to relax the setback requi�^ements for the proposed apartment 6uilding is currently pending. B. FRONTAGE AND AREA: The site has a frontage of 681 .64 feet on Westminster and a depth of 270.68 feet for an area of 186,756 square feet. C. SITE CONDITIONS: The site is vacant and is two or three feet below the grade o Westminster Street. p. DESIGN STANDARDS: Plans received August 28, 1975, meet Design. Standards. E. AREA ZONING: The majority of the block across Westminster is zoned "C" Residential with the remainder of the block being "A" Residential . Blocks south of the subject block are zoned "B" Residential . The remainder of the su6�ect block is "A" Residential . F. AREA CONDITIONS: Adjoining to the north is a single�family residence; to the east are scattere single-family residences; south fronting on Westminster Street are single-family residences. Most of these residences are on `large lots. West across Westminster is a 6-building, 102-unit apartment complex and single-family residences. Edgemont Street is platted to the north line of Lot 27. The possibility of opening Edgemont Street south to Hyacinth Avenue could nat be determined by a field investigation. 9. PRESENT: Mme. Showalter, Messrs. Bryan, Hummer, Willits, and Rupp of the Board; Mr. Philip B. Byrne of the City Attorney's Office; Mr. McGuire, Mr. Miller, and Miss Jacobson of the Planning Department Staff. URBAN AFFAIRS CONIlr1ITTEE OF THE ARCHDIOCESE OF ST. PAUL (7789): An application to install a 150-car parking lot on property located on the east side of Westminster bet.ween Cottage and Hyacinth. Mr. McGuire gave the stzff report. Staff recommended approval subject to requirements previously set forth. Sean Michael, representing the applicant, John Hoeschler, their attorney, and Stanley Fishman, the architect were present. The proposed project is for a 100-unit moderate-income apartment complex. Mr. Michael stated that the motivation for the project is the creation of non-profit housing for moderate income people (particularly directed at the elderly and the handicapped) . Mr. Fishman showed a scale model of the proposed complex and stated that a large amount of the property would contain landscaping and green space. Fifty of the 150 parking spaces would be garages. Mr. Fishman stated that the completion of this complex would more likely improve the surrounding property values than the opposite. Mr. Ken Stroffer stated concern for the amount of traffic that will be generated on Westminster by this project and expressed concern for the safety aspect of the traffic problem. Barbara Kelm, 1385 Westminster, asked how the Traffic Department could approve this, as Westminster Hill cannot be used as it presently stands with Westminster Gardens and parking on one. side of the street. Mr. Michael stated that because of the nature of the apartment house he agreed with the residents' objections to the traffic, but because of the concentration of the elderly residents there would be less use by the residents of the development than a normal complex. He stated there would be no children allowed in 40 of the 100 units to conserve them for the elderly. Mr, Willits asked Mr. Fishman if he has had any knowledge of any correlation between openness and speed in front of a uevelopmentt. Mr. Fishman stated that the landscaping and trees will make people tend to slow down, while openness tends to make people speed up and this may slow it down. Claudia Bakke, Property Manager of Westminster Gardens Apartments, stated that their occupancy was between the ages of 25 and 35 and it is a young, working class area, and the elderly will not like the area because of the youth and the traffic problem and the concentration of blue-collar people. � _ __ ._�. Mr. Rupp said that the 1-1/2 parking space to one apartment is not sufficient for the Westminster Gardens Apartments, but the Westminster Apartment project with older people will not generate as much traffic as the younger people. Mr. Robert Kittel of 134 Arkwright asked if a stand of trees was going to remain and Mr. Michael said that they intend to save trees and to plant more. Mr. Willits moved that the Board recommend approval of the parking lot permit. Mr. Bryan seconded the motion. Mr. Hummer stated that he would like to have it amended to provide that not more than 100 units be built on the site. Mr. McGuire stated that this was included in the plans.
