Dear Madam:
This is written in response to the application of Mary Casey Realty
Corp. and Glen R. Triviski, Sr. for a permit to install a 107-car
parking lot on the southwest and northwest corner of Davern and
Munster. These properties are described by the legal description on
file.
This matter was heard by the Board of Zoning on June 5, 1975, at �,
which time staff recommended approval of the permit contingent upon
the developer�s capacity to meet design standards and requirements
of the various City departments.
After brief discussion, a motion was made to recommend approval of
the pextnit provided all the conditions of the various City departments
are met, a fence is install for screening and that a bituminous surface
be installed in the parking lot. The motion was seconded and carried
unanimously.
Plans received June 13, 1975, meet design standards.

A. HISTORY: Permits to extend commercial zoning to cover the property north of
Munster, a permit to establish and extend the parking lot, and a permit to
change a driveway in the parking lot were granted in the 1950's. In March
of 1975, the Council approved tl�e rezoning of both parcels (north and south
of Munster) from "A" and "B" Residential to Commercial.
B. FRONTAGE AND AREA: The site north of Munster has a frontage of 150 feet on
Davern and 282 feet on Munster, for an area of 42,300 square feet. The site
south of Munster has a frontage of 180 feet on Munster and 129.74 feet on
Davern, for an area of 23,353.50 square feet.
�' C. SITE CONDITIONS: The northern site is developed with a parking lot, while the
southern site is vacant and at street grade.
D. DESIGN STANDARffi: Plans received June 13, 1975, meet design standards.
' E. AREA ZONING: West Seventh Street frontage, as well as a large garcel east
of Davern, south of West Seventh, is zoned Commercial. Munster Avenue frontage
is zoned "B" Residential. To its south, and also north of West Seventh,
property is zoned "A" Residential. South of Norfolk and Stewart, it is zoned
"C" Residential and then Light Industrial.
, " F. AREA CONDITIONS: The Manor Restaurant is located on the same block as the
', northern site and the parking lot on the subject property serves this
restaurant. WLOL property exists to the east across Davern. The lots south
of Munster are predominantly developed with single and two family homes.
G. STAFF RECOMMENDATION: Staff's recommendation is for approval of the permit
contingent upon the developer's capacity to meet design standards and/or

the Board; Mr. Sipkins, Assjstant City Attorney; Mr. McGuire
and Mrs. Besema.n of the Plsnning Departmen_* Staff.
MARY CASEY REALTY CORPORATION AND GLEN R. TRIVISKI. SR. (7776): An
application for a permit to install 107-car parking lot on property
located on the southwest and northwest corner of Davern and Munster.
Mr. McGuire ave the staff re ort and showed slides of the site. The

proposed plan was presented to the Board Members, and the staff°s G'��`(�,�
recommendation is for approval of the pennit contingent upon the
developer's capacity to meet design standards and requirements of the
various City departments.
The applicant reported they will agree to comply with all the necessary
requirements.
Mr. McGuire stated the parking lot must be treated so as to provide a
dust free, hard surface.
� Mr. Rupp said the present Ordinance on parking lots is archaic and
asked the developer it he planned on putting down a dust free surface.
He also said some type of fencing besides a cylone fence should be
installed for headlight glare, noise and debris.
Mr. Hummer made a motion to recommend approval of the permit provided
all the conditions of the various City departments are met, a fence is
