Dear Madam:
This is written in response to the application of Applebaum's Food
Markets, Inc. for a permit to install a 181-car parking lot on property
located on the south side of Ford Parkway between Mississippi River
Boulevard and Cleveland. This property is further described as follows:
The easterly 328 feet of the northerly 500 feet of the northwest
'� of the north 2 of Lot 1, Auditor's Subdivision �k87 St. Paul,
Minnesota in NE 4 of Section 17, Township 28, Range 23.
This matter was heard by the Board of Zoning on May 15, 1975. Staff
reported that because there was a question regarding space being occupied
by the structure, they recommended that any formal approval be withheld
until they received a response from the City Engineer, and something
in excess of 200 parking spaces.
Mr. Merrill Sundholm, representing the applicant, reported that their
plan has been reevaluated and they now have 50,000 square feet of
building area and in excess of 200 parking spaces.
A motion was made to recommend approval of the permit provided that a
total of 236 parking spaces were provided on-site, and also contingent
upon the final plan meeting all the requirements of the various City
agencies. Mrs. Showalter seconded the motion and it carried unanimously.
Plans received June 9, 1975, meet design standards, and show 236 parking
spaces. However, the Department of Public Works, Traffic Engineers, would
like further consideration given to an extension of Finn Street with
access to Ford Parkway limited.

A. HISTORY: There is no zoning history for this site. �
B. FRONTAGE AND AREA: The site has a frontage of 328 feet along Ford Parkway
and depth of 500 feet for a total area of 164,000 square feet. The commercial
buildings will occupy approximately 61,000 square feet leaving the remaining
103,000 square feet for the parking lot and delivery access drives,
C. SITE CONDITIONS: The site is currently vacant with a sparse tree covering.
The property is substantially above street grade with a chainlink wire fence
on the east and north sides.
D. DESIGN STANDARDS: Plans received June 9, 1975, meet design standards, and
show 236 parking spaces.
E. AREA ZONING: The area is zoned predominantly for Heavy Industry with a mixture
of "A", "B", and "C" residential to the north across Ford Parkway and some
commercial pruperty on Ford Parkway to the northeast of the site in question.
F. AREA CONDITIONS: Directly to the west is a large parking area for the Ford
plant and to the east is Powers parking lot. The north side of Ford Parkway is
developed commercially including the present Applebaum's location. The area
north of Ford Parkway is predominantly single-family residential.

APPLEBAUM'S FOOD MARKETS. INC. (7767> : An applicatic:r- for a permit
to install a 181-car parking lot on prop�rty located on tnF� south side

Mr. rictTuire aave the staff presentation and showed slicies of the site.
He stated there is no problem with the Building Department, but
commentary receiveci from the Police Department indicated sufficient
information was not provided on the application. There is a question
regarding space being occupied by the structure.. The preliminary plan
indicated a sma.11er amount of building area and a larger amount of
parking space. He reported that if Applebaums had 32,000 square feet
and 70% of the floor area was usable floor area, 149 spaces would be
required under the proposed Zoning Code. If the other shops had 18,000
square feet and retail uses occupied the building, �aith 70% of the floor
area usable floor area, 84 spaces would be required under the proposed
Zoning Code. The application that was submitted by Applebaum's was
for 181 parking spaces. The staff�s recommendation would be to withhold
any formal approval until they had response back from the City Engineers,
and something in excess of 200 parking spaces.
Mr. Bryan asked if there is enough room to providG these additional
parking spaces, and was told the additional space could be accommodated.
Merrill Sundholm, 322 Plato Blvd. , representing the applicant, reported
. that the plan that was originally submitted started first with the
building. Since that time the plan has been reevaluted and th.ey have
come up witti 50,000 square feet total area. He said they will be in
excess of 200 spaces for the parking lot.
rir. Rupp asked how many in excess of 200 they carae up with.
Merrill Sundholm presented a tentative plan to the Board Members.
Mr. McGuire said there were 222 parking spaces on the revised plan, but
that they should have no problem providing 236-246 parking spaces.
Mr. Rupp asked if they could add an additional l4 spaces that they would
need.
Mr. Sundholm stated there was plenty of room for the additional par`king
spaces.

Mr. McGuire said he would like to see a l.ittle more detail included
on the final plan before it is approved. The potential problem would
be with storm water run-off but he did not see that any such problem
in that area could not be readily solved.
Mr. Humner made a motion to recommend approval .of tize permit provided
that a total of 236 parking spaces were provi.ded on-site, and also
contingent upon the final plan meeti~�„ all the requirements of the
various City agencies. Mrs. Showalt::::r ::econded the rr.^t.ion and it
