PROCEEDINGS:
Mr. Dennis E. Prohofsky said that his father, who owned the boarded-up
building at 752 Payne Ave. , was ,69 years old, in ill health, and was
ncw residing in a halfway house. As his only income was Social Security
benefits of $109 . 90 monthly, he could not afford the quarterly registra-
tion fee of $45 .
h�Irs . Sommerdorf, Board Member, asked if there were any pians for the
huildino .
Mr. Frohofsky said that it would either be torn down or an attempt be
made to rehabilitate it. He and his brother were exploring the possi-
bili�y of obtaining a Federal rehabilitation loan, but this would take
some time . They would also have to consider whether rehabilitation would
be worthwhile from a cost standpoint . On the other hand, the cost of
�emolition, un�aid taxes of $1 ,100 , and the registration fees , added to-
oetr��r, exceed.ed the value of the land.
� C}�airman Wozniak recalled that there was a special city statute passed
a few years ago whereby the homeowner or owners could petition the City
to request demolition of a building and the cost would be added ta the
taxes . He asked Mr. Staffenson if the City could refuse such a petition
if tne cost of demolition plus the unpaid taxes exceeded the value of
the �.and.
'.ir. Staffenson, Supervisor of Housing Inspection, said that such a peti-
tion. had never been tuxned down, and that his depar. tment had always been
happy to remove such buildings when asked to clo so if all okmers agreed.
P�1r. Tieso , Board Memb�r, suggested that Mr. Proh�fsky should be given a
wai��er on the vacant building registration fees f:or a definite period of
ti.me , such as six rionths , and then report back to the Board on what dis-
�osition had been made of the property, a decision to reh.abilitate or to
de;nalish.

Mrs . Peake, Board Member, also thought six months should be sufficient
time, 8ut after some discussion, the Board members agreed that a year
was advisable because of time needed to arrange a loan if the decision
should be for rehabilitation.
BOARD ACTION:
Chairman Wozniak moved that the reauest for tiJaiver from St . Paul Legis-
lative Code, C .F. 15732-1 . 07 , pertaining to vacant building registration
fees , be granted, because of financial hardship, for a period of one
year, at which time a report on the status of the building should be
made to the Board. bir. Tieso seconded. MOTION PASSED AND SO ORDERED.

l�iy father has asked me to assist hir,i in completing the vacant building
registration you recently sent hir,i.
I am attempting to dispose of the building for my father. However, it appears
that this may be difficult and take some time.
hfy father is age 69 and in poor health. He was recently hospitalized far an
extended period of time and �aas released to a convalescent home abcut a month
abo where he will remain for at least two more months. His sole source �f
income at the present tir.le is his social security check for �109.OQ a month.
He obviously is in no position to pay the registration fee required. �ccord�
ingly, my father requests the Board of Appeals and Review to reco� ��end tnat
the registration fee on his property be waived because of his financial hard-
sr.ip, as provided for in Seci.ion 1.07 of the ordinance.
