Mr. Kelley' s memorandum to me summarizes these materials, and indicates the steps now being taken to allow the transfer of funds from various completed or delayed CIB projects to allow early acquisition of the Annex. On June 15, 1975, the Public Buildings Task Force of the CIB committee approved the use of CIB funds for acquisition of the Annex. In addition, the Streets and Utilities, and Parks Task Forces have endorsed the use of remaining CIB funds for other capital projects, such as the acquisition of the Annex. This early acquisition will result in an abatement of some $96, 000 in 1976 real estate taxes. It is recommended that capital fund balances be used, rather than operating fund balances, to finance acquisition and remodeling costs. This recommendation is based in part on the philosophy that capital funds should be used for capital projects, and also on the consideration that state-mandated re-valuation of residential properties will make it more difficult to realize the City' s goal of holding the line on property taxes in 1976. Virtually all operating fund balances must be. reserved to help finance the 1976 operating budget. � There is a need to begin the initial remodeling design and development for the Annex now, however, and I am requesting your favorable consideration of the attached resolution , � . - ��5�?�� . I look forward to moving ahead with this project so that the City' s critical space needs can be addressed as soon as possible, and thus hope for your early action on this initial fund transfer resolution.
