Kelley, City Administrator�� Background: Effective on April 1, 1975, and pursuant to Council Resolution #265107, The City of Saint Paul entered into a five-year lease-purchase agreement for the Lowry Medical Annex. The City has an option to purchase the building within the first 36 months of the lease, pro- vided the owner is given 60 days written notice of such intention. Purchase price for the building is � $1, 250,000 (this includes the $250,000 severance pay- ment which has already been paid) . Abatement of taxes payable in 1976 is possible if the City acquires title to the property by October 16, 1975; therefore, if this savings of more than $96, 000 is to be realized, August 15, 1975, is the latest date at which the City can notify the owner of its intent to purchase. The Lowry Medical Annex Project was reviewed by the Office of City Planning and the acquisition was recom- mended in principle by the City Planning Commission on July 25, 1975. After the project was reviewed and the proposed funding was recommended by the Parks Task Force on July 15, 1975, the Public Buildings Task Force on July 16, 1975, and the 5treets and Utilities Task Force on July 17, 1975, the Long-Range Capital Improvement Budget Committee recommended on July 25, 1975, tha t the Lowry Annex Project be given a high priority and recommended the funding as identified in the attached resolution.
