Cohen SUBJ: Ordinances Changing Pay Schedule for Firefighters This memo is in regard to the proposed ordinance which changes the pay schedule for firefighters. This proposed change is based upon the request made by the Firefighters Union Local #21. The Fire DepartTnent recently hired forty nea firefighters. These new employees are currently involved in a fourteen-month training program which a11 newly appointed firefighters complete. This training program is considered as on-the-job training by the Department of Labor and Industry in the State of Minnesota. Therefore, those newly hired firefighters who are eligible for veterans' benefits are eligible to receive benefits under the on-the-job training provisions of the Veterans ' Benefit Act. However, in order for a training program to be approved by the Department of Labor and Industry there are certain conditions which must be met. One of these conditions requires that during the training program at least one salary increase must be given to the participants. A second requirement is that another salary increase must be granted upon completion of the training program. Under the present pay schedule the Eirefighters do not meet both of these requirements. The current pay scale schedule provides for a salary increase after one year and another salary increase after completion of the second year. The training program is a fourteen-month training program, therefore, Firefighters do not meet the requirement which states that the participants must receive a salary increase upon completion of the training program. z2 C • 5q . - . . . , i nb`., Memo to Council Pres.
