SPAID AIP PLANNING COORDINATOR June 24, 1975 Mrs. Rose Ann Mix City Clerk Room 386 City Hall Dear Madam: This is written in response to the appeal of Independent School District No. 625 (Humboldt High School) to relax building line setbacks on the east side of Humboldt between Baker and Morton, and the appli- cation for a permit to install a 38-car parking lot on the southwest corner of Baker and Livingston. These properties are further described by the legal descriptions on file. These matters were heard by the Board of Zoning on March 20, 1975. Staff reported that the school addition would be no closer to the Humboldt street line than the existing school, and would not distract from visability. Therefore, staff's recommendation was for approval. Mr. Charles Koncker, representing the School District, sxplained briefly the reason for the appeal and that the parking is proposed to be used for visitors, and that some additional parking is proposed on the Garfield site. After discussing the on-street parking problem in the area, a motion to recommend approval of the appeal and permit carried by a vote of 3 to 0, with one Board member abstaining. Independent School District 625 -2- March 20, 1975 Mr. Koncker reported that the teachers would probably fill the lot first. Usually the teachers reach school between 8:00 and 8:30, and the students arrive later. Mr. St. Martin asked if they were going to level the property. Mr. Koncker reported they intend to level the entrance to a certain extent. They plan to take the retaining wall down because it is not usable. Shirley Gaston, 681 Livingston Avenue, asked about relaxing the set- backs and this was explained to her. She asked if the people were going to be forced out of their homes. Mr. Koncker reported that Earl Johnson has represented the School District in purchasing the homes there. They purchased 167 parcels and tried to reach an agreement with the property owners. Some parcels must still be acquired. A resident asked if Livington was going to be vacated and was told it would not be. He also asked if parking would be permitted on Baker, because if it is allowed on both sides, the Fire Department will not be able to get through. Mr. Koncker said this was discussed with the Traffic Engineer and the Police Department and they are extending the existing pavement 5 feet because of the narrowness of the street. There is a possibility of . posting both sides of the street with "No Parking" signs. Mr. Hummer made a motion to reco�nend approval of the appeal and the permit. INDEPENDENT SCHOOL DISTRICT 625 (7761) : An appeal to relax building line setbacks on property located on the east side of Humboldt between Baker and Morton, and an application for a pe nnit to install a 38-car parking lot on property located on the southwest corner of Baker and Livingston. Mr. McGuire showed slides of the site and gave the staff report. He reported that according to building plans, the new building would come as close to Humboldt as the present school; and it appears appropriate to relax the setbacks on those particular corners of the building. He said this would not distract from visablity, there would be no safety hazard created by allowing the building this close. There are some potential problems from the standpoint of parking and traffic. It is a confined site but from the standpoint of safety, there is no difficulty. Staff's recommendation, after consultation with various City departments, is for approval. , Mr. Hummer asked if the 38 spaces was the extent of their parking. Mr. McGuire said they would like to have 5 times the parking on the site but they simply do not have room for it. The School Board has been notified and they will have to provfde a driveway with raised sidewalk and curbing. Mr. Willits asked that the plan for the school and the parking lot be shown to the residents attending the hearing. Charles Koncker, 740 York, representing the School District, stated the two areas relaxing the setback are parallel to the street and should help reduce the impact of the building. They are planning some additional parking on the Garfield site, which is two blocl� down. They do not feel that anyone will walk down 2 blocks to park their cars. He said they would like to have more parking spaces but it would reduce the athletic facility. There will be 1,200 Junior H igh and 800 High School students, and approximately 80 staff persons. They hope to use this lot as a visitors parking lot. Mr. St. Martin, 76 E. Baker Street, said the driveway to the parking lot will be located in front of his garage, and asked if it would be used for teachers or whomever gets there first. Mr. Koncker stated this parking lot would be for visitors. It would not be intended for students; but they have no way of controlling this.
