Resolution No. 1090 requests funding in the amount of $40,000 for waterproofing in the lower levels of the Civic Center Ramp per recommendation of Toltz , King, Duvall, Anderson and Associates, architects and engineers. (See attached. ) A balance of $21, 393 remains in the R�.mp Repair Account which was budgeted in 1974. Toltz , King, Duvall, Anderson and Associates are assisting the City Attorney in preparation of information and material for the pending lawsuit on theCivic Center Ramp against the original architects and construction companies. Resolut�on No. 1091 pertains to repair of the Auditorium roof in the estimated amount of $75, 000 based on the report and recommendation as submitted by Ellerbe Architects in a Report on Auditorium Roof Repairs, May 6 , 1975. (See attached. ) The Civic Center Authority would like to proceed with these repairs as soon as possible subject to your approval as to the method of funding in the total amount of $115 , 000 . First cut-out was made 79' south of north edge and 3' east of roof center line. � This location is where the most severe water problem has been encountered. �� Second cut-out was made on the west side half way between apex and flat partion where a continuous ridge has developed over the entire barrei portion from east to west. Both cut-outs had the following composition�rom top down: a. Mineral surface roofing b. Three layers of mopped in felts c. 1" insulation ov�r ffat steel deck � At the first cut-out the insulation was wet and at the second cut-out the �� insulation was damp. At the second cut-out the insulation layers were pushed one over the other forming the ridge,indicating a need for a control joint. � N At the first cu�-out the steel deck was tested with a sharp instrument. It took considerable force to penetrate the deck. This indicated that the roof deck is �-F� structurally sound where most water penetration has taken place.Therefore, no � �» additional test cuts were made to investigaie the roof deck condition. Some visual observations are: �� 1. 7he entire barrel roof has a crocodifian appearance which indicates that it is in a very deteriorated state. 2. The parapet walls on the east and on the west side have been coated. The coating has many perforations caused by a"bubbling effiect." �`'° 3. Most of the roof drain domed strainers are broken and need repiacement. � 4. The metal flashings are in good condition. �� . � �� ,� ,� ,�� 1 4� � Rt301� REPAIR OPTtONS ��C,►�y�� �� � � Due to the fact that the entire roof is in a deteriorated state, it preciudes any spot repairs.The entire barrei roof area requires a new roof inembrane. �.'. ' To install a new roof inembrane, the following options are introducec�� for � evaluation: � Option "A." Cover existing roof inembrane with a new fluid applied � , membrane. �� Option "B:' Remove existing r4of inembrane and insufation down to steel deck. Install new insulation and roof inembrane. Option "C." Rcmove existing roof inembrane down to existing insulation. Install new roof inembrane over existing insulation. �ption "D." Remove existing membrane and insulation down to existing deck. Inst�ll new roof inembrane directly over stesl deck. Option "C" may not be practical because the existing roof inembrane is bonded to the existing insulation. By trying to remove the membrane only,it is expected that considerab{e amount of the existing insulation would be removed as well. , This condition then would require the removal of all the existing insulation, ` leaving Options "B" or "D" to finish the reproofing. Therefore, Option "C"is eliminated from consideration. � �� Option "D" eliminates the insulation. This could result in condensate freezing and thawing on the underside of steel deck, giving the appearance of a leaky � raof, l"his Option, of course, would increase the aperating costs of heating and cooling.Thereforc,Option "D"is eliminated from consideration. This leaves us with Options "A"and "B"for consideration. Both Options are �;;, techniczlly sound for the given conditions. Option "B" offers the pote�tial of � � �° increasir�c� the thermal value.
