PIRAM June 23, 1975 DIRECTOR Pierre Regnier, City Attorney City of Saint Paul 647 City Hall BUILDING Dear Mr. Regnier: We have received a requ�st from the Phalen Youth Club (copy attached) re- questing that the City pay the remaining $1 ,000 left on the note which was taken out when the addition to the Phalen Youth building was constructed in 1967. As you will note, 50 members of the Phalen Youth Club co-signed a bank loan guaranteeing repayment of the $5,000 loan. This money was presented to the City in order to provide the monies necessary to construct a building to adequately meet the recreational needs of that community. In addition, since the building addition was constructed, the Phalen Youth Club added a number of improvements including cabinets, a storage area, and flooring. Due to the redesign and reconstruction now in progress in Phalen Park, this building is no longer available to the Phalen Youth Club . In the future operations of the park the building will be used for a golf maintenance shop. While this request is unusual , I feel it merits consideration as the Phalen Youth Club has contributed significantly to the City by providing the money for a recreation building in the Phalen area at a time when it was greatly needed and at a time when the City was unable to provide the necessary leisure opportunities to serve that area. I am, therefore, requesting that you determine if there is any legal means by which the City can comply with the request of the Phalen Youth Club, and if so, please prepare whatever legal documents are necessary to accomplish this request.
