Harley SUBJECT: Public Health Nutritionist The Division of Public Health is involved in a number of programs whose effectiveness and impact would be enhanced through the technical guidance of a Public Health Nutritionist. The expertise possessed by a Nutritionist is not in any way duplicated by that of a Public Health Nurse or Health Educator, positions already filled at the Division. It follows, then, the functions and duties that would be the responsibility of a Public Health Nutritionist could � not be fulfilled by either of the other two positions. Specifically, the educational background and training that a Nutritionist has is of a highly technical and specialized nature. A Nutritionist must have a 4-year, B.S. degree with a major in "Foods and Nutrition" (or "Foods and Dietetics"). Course work concentrations are in chemistry, food composition, diet therapy as it relates to disease, food preparation, nutrition and social sciences. After receiving a B.S. , the person must serve a l�year dietetic internship in a hospital . Following the internship in a hospital , a 1-2 year course of graduate study (including research) for an M.A. degree is undertaken. As it was explain�d to me, the expectation that a Public Health Nurse or a Health Educator could adequately fulfill the responsibilities that are to be filled by a Nutritionist is much the same as the expectation that a nurse could perform the functions of an M.D. NOTE: All of the persons known by the Division of Health to be likely applicants for the position of Public Health Nutritionist have an M.A. degree. In each of these programs, proper nutrition and nutritional counselling are essential efements for which we presently have no available resource person." In this budqet we are reques#i.ng three r�ew positions in accounfi 03204, Public Heatth Administration, that were not previousty authorized, bu'�'whicl� we fest ace of higfi priority. To aid in the funding of these �ew po�ttions t{�res author- ized positions have been delatsei trdn other acttvity acc�►unts. As you know, since mid-May of this year we have been operating an expanded Canine Control program, which is still not capable of caping with the problem as it is perceived by the City Administration and �he pubtic. YJe have, there- fore, proposed a new plan of operation to begin in 1975, which wiil require a s i gn i-�i cant a��unfi ofi add i 1-i or�a i axpand i�v;e, a�;zc i pa 1 1 y i n cap i ya{ ou�1 ay. We wilF assign one man per #ruck and improve the radio communica�ion system so that the var i ou s truc ks i n the f i e I d may conunu n i cai�e w i th one a nother i n order to cooperate effectively in special problem situations. Aifihough we have . expanded during the past ten years from 8 traditiona{ pubiic - health programs with 78 empioyess and a budget of $450,000 to the present level of 30 programs with 182 emgloyees and a budget ot $3,000,000 from ali sources, we have actua{ ty had a decrease in overall administrative staff posi-�ions. This positio� is vital to our Vt� control p�ogram. 03218 Can�ne Co��rol The Clerk I position currently authorized at 50� time is now requested as a Clerk-Typist � tui ! -�im�. Capitai outlay funds of $19,800 are requested for two addii-ionai trucks, animat cages, and radio equipmeni�. This equipment is re- quired for the expanded animal cont�oi program requested and approved by the Mayor earlier this year. 03224 Pollution Control The budget request for this activity and any proposed new potlu- tion control programs will be sent to you under separai-e cover. 03226 Model Cities Health Proqram This is a new budget activity for which we are requesting funding. The present funding for this program by P�odet Cifiies wiil termin- ate March 31 , 1975. Aifihough we wilt make every effort to look for oufi side funding sources such as fihird paryy paymants, sliding fee schedules, fami (y clinic funding, and/or state and federa! grants, these sources cannot be counted on ay this time fio prop- eriy fund the program.
