WHEREAS, in connection with the Neighborhood Development Program Minn.
A-1, Year V Extended May 1, 1973 to June 30, 1975 (also seferred to as
Year VI) considered and approved by the Board of Commissioners of the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota on
July 3, 1974 by its Resolution No. 74-7/3-3, and by the Council of the City
of Saint Paul, Minnesota on July 5, 1974 by its Resolution, Council File No.
263809, additional acquisition of property in the area of the Martin Luther
King Center to complete assembly of an area for residential reuse was approved
and the sum of $1,256,450 budgeted therefor under which �cquisition program
a redeveloper was to be identified and thereafter a publ,ic hearing on the
proposed acquisition would be held; and ,
WHEREAS, the residential reuse in this land assembly area is to be mixed
single family and multi-family residential in which the �ingle family lots
will be marketed to individual purchaser developers who Meed not be pre---
identified, in the area designated for multi-family reuse acquisition in
prior NDP years has resulted in Authority ownership of a11 but nine single
family structures, and further study indicates the feasibility of saving
twenty structures through owner rehabilitation, Authority purchase and
rehabilitation and moving sound single family structures from the multi-
family reuse area to lots in the single family reuse area, all of which . _�..,_.
reasons indicate the desirability of undertaking property acquisition before
identification of the redeveloper of the multi�family reuse site; and

WHEREAS, the proposal of the Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota to complete land acquisition on Phase I of the
assembly site has been endorsed by the Concerned Citizens Council of the
Martin Luther King Area and the Physical Core of the Model Neighborhood
Planning Council, and has been approved by the Board of Commissioners of the
Authority by Resolution No. 75-3/19-1; and
WHEREAS, pursuant to due notice of the time, place and purpose thereof,
published in the St. Paul Dispatch-Pioneer Press on May 29 and June 4, 1975,
the Council of the City of Saint Paul, Minnesota, on June 10 , 1975, has
conducted a public hearing upon the Martin Luther King Center Area Phase I
Redevelopment, Summit-University NDP Area, Minn. A-1-1, and the real progerty
acquisition therein proposed,
NOW THEREFORE, BE IT RESOLVED� by the Council of the City of Saint Paul,
Minnesota that the proposal of the Housing and Redevelopment Authority of
the City of Saint Paul, Minnesota to acquire real property for the Martin
Luther King Center Area �hase I Redevel�opmen�, Summit-Un.ivaersit� Neighbor-

Dear President and Council Members :
In connection with the Neighborhood Development Program consideration and
approval by the Council on June 26, 1974, an amount of $1,256 ,450 was
budgeted for acquisition of properties in the area of the Martin Luther
King Center in the Summit-University NDP Project Area to provide new
housing. Identification of properties to be acquired and notification of
owners was deferred.
Further study and consultation with the Concerned Citizens Council of the
Martin Luther King Area and the N�TPC Physical Core has resulted in a
. development proposal, approved by the HRA Board of Commissioners , affecting
63 properties. Of these 16 are vacant lots and 47 contain structures.
Of the 47 properties with structures, it appears that 20 containing single
family residential structures may be preserved through rehabilitation.
Of these 20 it is estimated that 8 are feasible of rehabilitation in
place by the owners, 7 would be rehabilitated in place by HRA and 5 would
be moved and rehabilitated by the HRA.
In this proposal, two blocks would be made available for construction of
multi-family housing, and two and one-half blocks for provision of single
family housing by new construction and rehabilitation. This program is
within the approved budget.
To meet requirements of Federal law, it is necessary that Council conduct
a public hearing upon published notice respecting the proposed property
acquisition. Request is made that a hearing date be established during
the week of June 9-13.

NOTICE IS HEREBY GIVEN that a public hearing will be held by
and before the Council of the City of Saint Paul, Minnesota, in the
City Hall and Court House, Saint Paul, Minnesota, on the lOth day of

We the undersigned home owners residing at 467 Marshall Avenue, St. Paul , have
received a notice that the St. Paul Housing and Redeveloprnent Authority desire
to take our home as a part of the above mentioned project. We wish to indicate
to you city officials that we are vigorously opposed to this action.
I live at 467 Marshall with my husband, Frank, and my sister, Josephine. I am
62 years of age and receive Social Security. My husband, Frank, is 67 years
old, he is totally disabled, receives a smal ) disability pension. My sister,
Josephine, is 64 years of age, she has always been totally disabled and receives
a small sum from a state agency for the disabled. Our home at 467 Marshall is
our family home and I have lived there for 61 years. This home is owned by
myself and my husband and it is paid for. We are able to continue living there
on the small fixed income that we have. The lot on which our horne is located is
just large enough for us to raise part of our food i� a garden. We have no assets
other than our home and we have no place else to go. We do not wish to be required
to move. It will do us no good to get money for our house or relocation assistance
as there is no place to go.
We understand a housing authority will not take our home unless the city council
approves of it. We were living here for many, many years before this project
was ever thought of and we want to continue to live in our home until we die.
Please do not approve the taking of our home.

AC the last Board meeting, the Staff requested authorization to proceed to City Council and
request approval to purchase the remaining parcels in Phase I of the proposed MLK area for
redevelopment. The matter was ta�led, and the Commissioners requested further information
on the cost of th2 various kinds of activities proposed for the area. �
In the�current budget, we have allocated $1,256,450 for the complete acquisition and relo-
cat-ion of all of the remaining parcels located in Pliase I. Phase I includes 63 parcels
now not owned by tIF.A, consisting of 16 vacant lots and 47 structures (3 structures are vacant) .
Based on a preliminary exterior building condition survey, we estimated 15 residential struc-
�u�es can oe saved in p7.ace, and another tive residential structures can be saved by moving.
In addition, orie non-residential structure can be saved in place,
.
Of t}�e 15 structures we estimate can be saved in place, we anticipate about half of the �
owners �oill be willing fio rehabilitate and maintain ownership of their existing homes. If
these owners co:�mit to improving their homes , HRA will delete the stx'iictures from acquisi-
tion; t�he savin�s will be appro�:imately $210,000. The remaining seven structures pur.chased
and to be saved .in .place by HRA will cost approximately $236,000 ior rehabilitation; the net
cost, after the receipt of $180,00� of disposition proceeds , will be $56,000.
The five structures to be saved by moving will cost �approximately $210,000 for movin� e>:-
penses and re}�abilitation; the net cost for these striictures , after the receipt of $105,000
of disposition proceeds , will be $105,000. The total of $105,000 and $56,000 ($161,G00)
is less than the anticipated $210,000 savings.
Therefore, based on the above, the Staff estimates 20 str.uctures can be saved withi.n Phase
I of. the MLK area , rhrough a canbination of. existin� otoners rehabilitation, and I�P,A rehab�
iiitation and house moving activities. ' �

parcels in the two multi-family blocks that would not be owned by HR.A. Of these nine
parcels, five are vacant land; the other four parcels have substandard structures, one of
which is vacant. Therefore, the above figures, as summarized below, includes total
acquisition of the two multi-family blocks, and it is recommended that these properties
