Presented �By �� 1 Referred To . ` Out of Commit Date RESO�LVED, By the Council of the City of Saint Paul, that said Council, on behalf of this City and its citizenry, hereby officially recognizes the consistently meritorious and valuable services rendered to this City, its employees and its citizens by Clemens J. Schleck, who is retiring effective June 1, 1975 after serving the City of Saint Paul since June 1, 1945; he started his employment with the City as a Junior Accountant in the City Comptroller's Office, assigned to investigate accounting operations throughout the City and devise and install more expeditious methods and techniques. During the ensuing years, Mr. Schleck became extremely conversant and know- ledgable about the innermost regulations and governing directives of the diverse and complex Municipal accounting functions. Mr. Schleck became the Chief Accountant Ma.rch, 1961 and continues to serve in that capacity to the present date. In this capacity, he was Secretary of the City Technical Committee, until it was disbanded. This Committee functioned to stimulate and utilize fullest technical resources of each member and recommend policy to the Elected Officials; Mr. Schleck's thorough knowledge and understanding of the regulations and governing directives of Municipal accounting and its operation were a vital element in the formulation of these policy recommendations. Mr. Schleck was a valuable resource to the City Charter Commission, in the modifications of the 1914 Charter and the complete new Charter installed June of 1972. Mr. Schlecic also served on ,the Ramsey County Welfare Budget Advisory Committee and devoted tireless hours to the development of sound fiscal programs for County Welfare. Mr. Schleck presently serves as Chairman of the City Health and Welfare Insurance Advisory Committee. Enabling legislation was enacted by the State Legislature to provide that the duties of the City Comptroller and Civil Service Commissioner be vested with the title of the Chief Accountant. The City of Saint Paul was awarded the highest Municipal Accounting honors by the Municipal Finance Officers Association, the Certificate of Conformance for the City's 1963 Annual Financial Report; Mr. Schleck was chief advisor in preparation of the Financial Report during the several years prior to the award of the Certificate. Mr. Schleck's distinguished public employee career was recognized by the Kiwanis Club of Saint Paul on November 29, 1973 when he was presented the Kiwanis Public Service Recognition Award; and be it FURTf�R RESdLVED, That the Council of the City of Saint Paul hereby expresses its thanks to Clemens J. Schleck, and through this resolution its appreciation for his years of excellent, diligent and dedicated service to the community; and be it FINALLY RESdLVED, That the City Clerk is hereby directed to provide an engrossed copy of this resolution for delivery to Mr. Schleck.
