Notice is hereby given that a Public Hearing will be held on the 7th day of November 2001 at
5:30 pm in the Saint Paul City Counal Chambers, City Hall and Court House, Saint Paul,
Miiuiesota. The purpose of the Public Hearing is to consider the level of service of street
maintenance to be performed in the City of Saint Paul in 2002 and to consider the cost of such
service to be chazged against benefited property in accordance with Chapter 62 of the
Administrative Code.
The pazticulaz service to be performed and the estimated costs as proposed by the Depaztment of
Public Woxks axe as follows:
CLASS I-A - DOWNTOWN STREETS
Description:
Class I-A seTVice will be pexformed on all downtown streets {face of curb to face of c�b) within the
following boundaries: Kellogg Boulevazd on the south and west, Eleventh Street on the north, and
Broadway on the east (except streets listed in Class I-B, Downtown Streets (Brick)).
Pr000sed 2002 Level of Services:
The downtown streets will be swept three times per week and flushed five times per week. All
routine maintenance, including patching and repairing of street surfaces, will be performed on an
as-needed basis.
Pronosed Assessment:
All Class I-A service will be assessed at a rate of 3.53 per assessable foot for all.
CLASS I-B - DOWNTOWN STftEETS-- BRICK
Description:
Class I-B service will be performed on all the following downtown brick streets (face of carb to
face of c�b): St. Petex St., from Kellogg Blvd to Sixth St.; Wabasha, from Keilogg Blvd to Sixth St ;
Fourth St., from St. Peter to Wabasha; Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to
Wabasha.
Pr000sed 2002 Level of Services:
The above listed downtown brick streets will be swept three times per week and flushed five times
per week. All routitte maintenance, including patching and repairing of the brick surfaces will be
performed on an as-needed basis.

CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descri�tion:
Class II service will be performed on all ouflying commercial and azterial streets in the City. These
aze the major arteries in the City and have both heavy volumes of vehicular and pedestrian tsaffic
and have frequent business or commercial properties fronting on them. Typical examples would
be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice
Street, Payne Avenue, Arcade Stceet, Suinmit Avenue, Grand Avenue and othecs. All of these
Class II streets are accurately defined on a map available for viewing m the Departrnent of Public
Works, 900 City Hall Annex.
Pro�osed 2002 Level of Service:
The Class II streets would be cleaned approximately 13 times per season. All rourine maintenance,
including patching and repairing of street surfaces, will be done on an as-needed basis.
Pronosed Assessment:
Undex Class II sexvice thexe will be two assessment iates, one commexcial and one xesidential. The
commercial property rate will be 2.43 per assessable foot and the residential property rate will be
1.10 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descri�rion:
Class III service would be performed on all residential streets including oiled streets, paved streets
and intermediate type streets.
Pxoposed 2002 Level of Service:
Residential streets, including oiled, paved and intermediate streets, will receive a thorough
cleaning in the spxing which includes sweeping and flushing. Patching and xepair work will be
done on an as-needed basis. A new chip sealing policy will be put into effect for the year 2001:
All residential streets (oiled and paved) will be chip sealed on an 8 year cycle. One-eighth of
these residential stxeets (a total of 64 miles) will be chip sealed each pear. In the fall leaves will
be picked up from these streets.
Progosed Assessment:
Under Class III service to residenrial streets, we have two assessment categoxies. The commexcial
property rate would be 1.76 per assessable foot and the residenfial property rate would be 110
per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descri�Hon:
Class N service would be performed on all oiled, paved and intermediate type alleys within the
Ciry.
Pro�osed 2002 Level of Service•
All oiled, paved and intermediate alleys will be swept during the season. All routine
maintenance, including patching and repair of the alley surface, will be performed on an as-needed
basis. A new chip sealing policy will be put into effect for the year 2001: All alleys (oiled and
paved) will be chip sealed on an S year cycle. One-eighth of the total number of alleys
(approximately 254 alleys) will be chip sealed each year.
Progosed Assessment:
The proposed assessment rate is .86 per assessable foot for commercial property and .57 per
assessable foot for residential property.
CLASS V AND VI - UNIMPROVED STREETS AND ALLEYS
Descriprion:
Class V and VI service will be performed on unimproved streets and alleys. By unimproved, we
mean those streets and alleys that have not been developed for one reason or another. They aze
platted City rights-of-way; however, the abutting residents have never petitioned for their
improvement nor have thexe been any assessments levied. Secause they axe City xights-of-way, the
City has the responsibility to perform minunal repairs and maintenance work to reduce hazards.
Pro�osed 2002 Level of Services:
The maintenance and repair of these streets and alleys will consist of patching, minor blading,
placing of crushed rock and other stabilized material in arder to make them passable and reduce
hazazds.
Proposed Assessment:
The pxoposed assessment rate on turimpxoved streets is .66 per assessable foot for comxnercial
property and .44 per assessable foot for residential property. The proposed assessment rate on
unimproved alleys is .34 per assessable foot for commercial property and .23 per assessable foot
for residential property.

At the direction of Saint Paul Assistant CiTy Attorney, Virginia Palmer, the original copies of all
documentation relating to Council File #O1-843 a resolution memorializing City Council action
taken August 1, 2001, suspending the Sign Contractor's License held by Delite Outdoor Advertising,
Inc., until the sign at I-94 is talcen down and building permit fees aze paid for the repair of the Pierce
Bufler sign, have been sent to the Clerk of the Appellate Courts in order to satisfy the requirement of
Court of Appeals File Number: C2-01-1746.
The copies have been filed as the original documents in the City Clerk's office files.

Notice is hereby given that a Public Hearing will be held on the 7th day of November 2001 at
5:30 pm in the Saint Paul City Counal Chambers, City Hall and Court House, Saint Paul,
Miiuiesota. The purpose of the Public Hearing is to consider the level of service of street
maintenance to be performed in the City of Saint Paul in 2002 and to consider the cost of such
service to be chazged against benefited property in accordance with Chapter 62 of the
Administrative Code.
The pazticulaz service to be performed and the estimated costs as proposed by the Depaztment of
Public Woxks axe as follows:
CLASS I-A - DOWNTOWN STREETS
Description:
Class I-A seTVice will be pexformed on all downtown streets {face of curb to face of c�b) within the
following boundaries: Kellogg Boulevazd on the south and west, Eleventh Street on the north, and
Broadway on the east (except streets listed in Class I-B, Downtown Streets (Brick)).
Pr000sed 2002 Level of Services:
The downtown streets will be swept three times per week and flushed five times per week. All
routine maintenance, including patching and repairing of street surfaces, will be performed on an
as-needed basis.
Pronosed Assessment:
All Class I-A service will be assessed at a rate of 3.53 per assessable foot for all.
CLASS I-B - DOWNTOWN STftEETS-- BRICK
Description:
Class I-B service will be performed on all the following downtown brick streets (face of carb to
face of c�b): St. Petex St., from Kellogg Blvd to Sixth St.; Wabasha, from Keilogg Blvd to Sixth St ;
Fourth St., from St. Peter to Wabasha; Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to
Wabasha.
Pr000sed 2002 Level of Services:
The above listed downtown brick streets will be swept three times per week and flushed five times
per week. All routitte maintenance, including patching and repairing of the brick surfaces will be
performed on an as-needed basis.
Pronosed Assessment:
All Class I-B service will be assessed at a rate of 5.53 per assessable foot for all.

CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descri�tion:
Class II service will be performed on all ouflying commercial and azterial streets in the City. These
aze the major arteries in the City and have both heavy volumes of vehicular and pedestrian tsaffic
and have frequent business or commercial properties fronting on them. Typical examples would
be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice
Street, Payne Avenue, Arcade Stceet, Suinmit Avenue, Grand Avenue and othecs. All of these
Class II streets are accurately defined on a map available for viewing m the Departrnent of Public
Works, 900 City Hall Annex.
Pro�osed 2002 Level of Service:
The Class II streets would be cleaned approximately 13 times per season. All rourine maintenance,
including patching and repairing of street surfaces, will be done on an as-needed basis.
Pronosed Assessment:
Undex Class II sexvice thexe will be two assessment iates, one commexcial and one xesidential. The
commercial property rate will be 2.43 per assessable foot and the residential property rate will be
1.10 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descri�rion:
Class III service would be performed on all residential streets including oiled streets, paved streets
and intermediate type streets.
Pxoposed 2002 Level of Service:
Residential streets, including oiled, paved and intermediate streets, will receive a thorough
cleaning in the spxing which includes sweeping and flushing. Patching and xepair work will be
done on an as-needed basis. A new chip sealing policy will be put into effect for the year 2001:
All residential streets (oiled and paved) will be chip sealed on an 8 year cycle. One-eighth of
these residential stxeets (a total of 64 miles) will be chip sealed each pear. In the fall leaves will
be picked up from these streets.
Progosed Assessment:
Under Class III service to residenrial streets, we have two assessment categoxies. The commexcial
property rate would be 1.76 per assessable foot and the residenfial property rate would be 110
per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descri�Hon:
Class N service would be performed on all oiled, paved and intermediate type alleys within the
Ciry.
Pro�osed 2002 Level of Service•
All oiled, paved and intermediate alleys will be swept during the season. All routine
maintenance, including patching and repair of the alley surface, will be performed on an as-needed
basis. A new chip sealing policy will be put into effect for the year 2001: All alleys (oiled and
paved) will be chip sealed on an S year cycle. One-eighth of the total number of alleys
(approximately 254 alleys) will be chip sealed each year.
Progosed Assessment:
The proposed assessment rate is .86 per assessable foot for commercial property and .57 per
assessable foot for residential property.
CLASS V AND VI - UNIMPROVED STREETS AND ALLEYS
Descriprion:
Class V and VI service will be performed on unimproved streets and alleys. By unimproved, we
mean those streets and alleys that have not been developed for one reason or another. They aze
platted City rights-of-way; however, the abutting residents have never petitioned for their
improvement nor have thexe been any assessments levied. Secause they axe City xights-of-way, the
City has the responsibility to perform minunal repairs and maintenance work to reduce hazards.
Pro�osed 2002 Level of Services:
The maintenance and repair of these streets and alleys will consist of patching, minor blading,
placing of crushed rock and other stabilized material in arder to make them passable and reduce
hazazds.
Proposed Assessment:
The pxoposed assessment rate on turimpxoved streets is .66 per assessable foot for comxnercial
property and .44 per assessable foot for residential property. The proposed assessment rate on
unimproved alleys is .34 per assessable foot for commercial property and .23 per assessable foot
for residential property.

At the direction of Saint Paul Assistant CiTy Attorney, Virginia Palmer, the original copies of all
documentation relating to Council File #O1-843 a resolution memorializing City Council action
taken August 1, 2001, suspending the Sign Contractor's License held by Delite Outdoor Advertising,
Inc., until the sign at I-94 is talcen down and building permit fees aze paid for the repair of the Pierce
Bufler sign, have been sent to the Clerk of the Appellate Courts in order to satisfy the requirement of
Court of Appeals File Number: C2-01-1746.
The copies have been filed as the original documents in the City Clerk's office files.
