CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS Descrigtion• Class II service has been performed on all outlying commercial and azterial streets in the City. These are the major azteries in the City and have both heavy volumes of veYuculaz and pedestrian traffic and, in most cases, have business or commercial pioperties fronting on them. Typical examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Kice Street, Payne Avenue, Arcade Street, Summit Avenue, Grand Avenue, and otheis. All of these Class II streets are accuxately defined on a map available for viewing in the Department of Public Works, 900 City Hall tlnnex. 2001 Level of Service: The Class II streets have been swept or cleaned approximately 13 times per season. All routine maintenance, including patching and repairing of street surfaces, has been done on an as-needed basis. Assessment: Under Class II service there aze two assessment rates, one commercial and one residenrial. The commercial property rate is 2.19 per assessable foot and the residential property rate is 0.99 per assessable foot. CLASS III - ALL RESIDENTIAL STREETS Descri� on: Class IlI service has been performed on all residential streets including oiled streets, paved streets and intermediate type streets. 2001 Level of Service: Residential streets, including oiled, paved and intermediate streets, have received a thorough cleaning in the spring which included sweeping and flushing. Patching and repair work has been done on an as-needed basis. A new policy was placed in effect in August 1997 regaxding the remaining total of 142 miles of oiled streets. This new policy called for one-fifth of the existing oiled streets to be chip sealed each year in 1997, 1998, 1999, 2000 and 2001. Street Maintenance will then chip seal these oiled streets on a five year cycle until the oiled street is scheduled to be paved as part of the Residential Street Paving Program. The street will then be added to our ten year cycle chip seal list. Approximately 41 miles of existing paved sfireets recelved a chip chip seal in 2001. In the fall leaves will be picked up from these streets. To further improve service and efficiency, oiled and paved residential streets will go on an eight year chip seal cycle beg'uuung in 2002. Assessment: Under Class III service there are tcvo assessment rates. The commercial property rate is 1.SS per assessable foot and the residential property rate is 0.99 per assessable foot. CLASS IV - ALL OILED AND PAVED ALLEYS Desc ir�tion: Class N service has been performed on all oIled, paved and intermediate type alleys within the City. 2001 Level of Service: All oiled, paved and intermediate alleys have been swept during the season. All routine maintenance, including patching and repair of the alley surface, has been performed on an as- needed basis. A new policy was placed in effect August 1997 regazding the remauung total of 910 oIled alleys. This new policy called for one-fifth of the existing oIled alleys to be chip sealed each year in 1997,1998,1999,2000 and 2001. Street Maintenance will then chip seal all oiled alleys in a 5 year cycle. Approximately one-tenth of the paved alleys were chip sealed in 2001. They are platted City rights-of-way; however, the abutting residents have never pefltioned far their improvement nor have there been any assessments levied. Because they are City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. 2001 Level of Services: The maintenance and repair of these streets and alleys has consisted of patching, minar blading, placing of crushed rock and other stabilized material in arder to make them passable and reduce hazards. Assessment: Under Class V and Class VI service there are tcvo assessment rates for each class. 'The commercial property rate is 0.59 per assessable foot and the residenrial property rate is 0.40 per assessable foot on unitnproved streets. CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS Descrigtion• Class II service has been performed on all outlying commercial and azterial streets in the City. These are the major azteries in the City and have both heavy volumes of veYuculaz and pedestrian traffic and, in most cases, have business or commercial pioperties fronting on them. Typical examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Kice Street, Payne Avenue, Arcade Street, Summit Avenue, Grand Avenue, and otheis. All of these Class II streets are accuxately defined on a map available for viewing in the Department of Public Works, 900 City Hall tlnnex. 2001 Level of Service: The Class II streets have been swept or cleaned approximately 13 times per season. All routine maintenance, including patching and repairing of street surfaces, has been done on an as-needed basis. Assessment: Under Class II service there aze two assessment rates, one commercial and one residenrial. The commercial property rate is 2.19 per assessable foot and the residential property rate is 0.99 per assessable foot. CLASS III - ALL RESIDENTIAL STREETS Descri� on: Class IlI service has been performed on all residential streets including oiled streets, paved streets and intermediate type streets. 2001 Level of Service: Residential streets, including oiled, paved and intermediate streets, have received a thorough cleaning in the spring which included sweeping and flushing. Patching and repair work has been done on an as-needed basis. A new policy was placed in effect in August 1997 regaxding the remaining total of 142 miles of oiled streets. This new policy called for one-fifth of the existing oiled streets to be chip sealed each year in 1997, 1998, 1999, 2000 and 2001. Street Maintenance will then chip seal these oiled streets on a five year cycle until the oiled street is scheduled to be paved as part of the Residential Street Paving Program. The street will then be added to our ten year cycle chip seal list. Approximately 41 miles of existing paved sfireets recelved a chip chip seal in 2001. In the fall leaves will be picked up from these streets. To further improve service and efficiency, oiled and paved residential streets will go on an eight year chip seal cycle beg'uuung in 2002. All routine maintenance, including patching and repair of the alley surface, has been performed on an as- needed basis. A new policy was placed in effect August 1997 regazding the remauung total of 910 oIled alleys. This new policy called for one-fifth of the existing oIled alleys to be chip sealed each year in 1997,1998,1999,2000 and 2001. Street Maintenance will then chip seal all oiled alleys in a 5 year cycle. Approximately one-tenth of the paved alleys were chip sealed in 2001. By unimproved, we mean those streets and alleys that have not been developed for one reason or another. They are platted City rights-of-way; however, the abutting residents have never pefltioned far their improvement nor have there been any assessments levied. Because they are City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. 2001 Level of Services: The maintenance and repair of these streets and alleys has consisted of patching, minar blading, placing of crushed rock and other stabilized material in arder to make them passable and reduce hazards. Assessment: Under Class V and Class VI service there are tcvo assessment rates for each class.
