RESOLUTION SEEKING TO MAINTAIN TWO-WAY TRAFFIC AND PARKING ON BOTH SIDES AS
PART OF THE KNAPP-HILLSIDE RSVP PROJECT
3 WHEREAS, neighbors on Scudder Street wish to maintain the current configuration of their neighborhood street,
4 and
5 WIIEREAS, neighbors have been unable to reach a desired resolution after many meerings with the staff of the
6 Public Works Department and the Fire Deparhnent, and
7 WHEREAS, neighbors would like to bring this matter before the City Council for its resolution of this matter;
8 therefore be it
9 RESOLVED, Scudder Street between Blake Avenue and Gordon Avenue will continue to have two-way traffic and
10 pazking will continue to be permitted on both sides of the street.

This letter is to advise you of a decision I have made regazding on-street pazldng
restrictions on Scudder Street. As you laiow, Public Works is in the process of maldng
improvements to the street surface, curbing, and boulevazd. As is their practice, Public
Works recognized a possible impact to the delivery of fire and emergency medical
services based on street width and asked what we would require for safe and efficient
operations. Our recommendation was to restrict pazking to one side of Scudder Street
and we stated that in a letter to your office and informed Public Works officials the same.
After issuing the recommendafion I received a call from a Scudder Street resident asldng
to speak with me about the reshiction. On Thursday, August 2, 2001, I spoke with three
residents by telephone on a conference call. They asked if I would reconsider my
position and allow parking on both sides of the street. We had a very open discussion
and I listened to their issues and ideas, but my position did not change. However, I did
tell them I would speak with A1 Shetka, (Public Works Traffic and Engineering) about
any alternatives that would allow for pazking on both sides of the street and still enable
the fire deparnnent to perform safe and efficient emergency operations. I made two site
visits to Scudder Street, the last with Mr. Shetka on Tuesday, August 14, 2001. Mr.
Shetka discussed some options, including one suggested by Mr. Lambert Krinke — the
creation of "firefighting zones" — none of them viable.
The decision of the Department of Fire and Safety Services is to reshict pazking to one
side of Scudder Street. I informed Mr. Shetka of my decision.

� Presentation to City Council Members
Residents of Scudder Street between Gordon and Blake
unanimously want parking retained on both sides. We want the
support of the entire City Council to allow two-sided parking to
continue.
PROCESS
We have been responsible citizens. We followed the City's
process for deciding how a rebuilt Scudder Street would function.
In March 2001 the City offered us:
■ One-way street, 27 feet wide, with parking on both sides, or,
■ Two-way street, 28 feet wide, with parking on one side
We wanted it kept the way it was, but we unanimously selected:
■ One-way street, 27 feet wide, with parking on both sides
• The City Public Works Department now has told us we "wouldn't
like a one way," and the Fire Department intends to restrict parking
to one side of the street.
Many streets in St. Paul ha�e a narrower driving lane than Scudder
with two-sided parking. The names of 20 of those streets are listed
on the blue page in the presentation folders.
If the Fire Department insists that it is critical to limit parking on
Scudder, shouldn't parking be limited on all the streets in St. Paul
that have a naN�ower driving lane than Scudder?
CURRENT SITUATION
Curbs were installed to a width of 26 feet (presumab1y75-85
• years ago.) Scudder Street has been repaved with a 27-foot curb-
to-curb width. Much of the street is 6 inches wider than before.

• Parking on Scudder now uses approximately 60% of 2-side
parking capaciry, according to Public Works parking surveys.
Restricting parking to one side would mean actual parking would
be more than 110% of one-side parking capacity.
FIIZE DEPARTMENT
The Fire Department wants to ban parking on one side of Scudder
Street. The Fire Department has sent hook and ladder rigs several
times onto Scudder and has never had a problem fighting a fire.
Fire Department ambulances have had not access problems as
several of us have been transported to hospitals in the last several
years. The Fire Department will do whatever is necessary to put
out a fire, or complete an emergency run.
The Fire Department has told Scudder Street Neighbors they need:
■"... a minimum of 14 feet to deploy our ladder truck
. outriggers..." (March 201etter from Chief Fuller to
Councilmember Benanav) .
•"We need a minimum of 15 feet 2 inches to set t�ie outriggers
and maneuver around the truck." (meeting June 29 with Ted
Vanderbeek)
■"... a minimum unobstructed access of 20 feet..."
(September 11 letter from Ted Vanderbeek to City Council
Members)
■ The Fire Deparhnent originally said a parking lane is 6 feet
wide. Then, Public Works said 7 feet is needed for a parking
lane. We measured cars actually parked on Scudder. They
range from 5 feet 2 inches to 5 feet 6 inches wide.
As Scudder Street Neighbors continued to oppose restricted
parking, the Fire Department's needs seemed to grow.
You received a copy of the Minnesota Uniform Fire Code from the
� Fire Department. Exceptions to this Code are almost everywhere

i in the City of St. Paul. Even the City standard width residential
street (32 feet) doesn't meet the Code, allowing the two 7-foot
parking lanes Public Works says are necessary.
If the Fire Department enforces the "20-foot" standard, every
residential street in the Ciry of St. Paul must have parking banned
on one side of the street. A roadway with "unobstructed access of
20 feet", plus the two 7-foot parking lanes Public Works says are
necessary, tota134 feet, two feet wider than the City standard
width.
The Fire Department says they need to limit parking to one side so
they can set up ladder truck outriggers. Outriggers are only needed
to stabilize the ladder truck if aerial ladders are used. Fire
Department line personnel have told us they often cannot use aerial
ladders to fight fires on residential streets due to height of houses,
their set-back from the street, utility wires, and boulevard trees.
• Cars are parked randomly on both sides of Scudder, allowing 21-
27 feet of operating space for Fire. "Outrigger" access is also
available from six driveways and a"T" intersection within one
block. There is a full-width street behind the houses on one side of
Scudder and a wide alley behind those on the other side. Fires can
also be fought from Aity, Blake, and Gordon. A map of Scudder
and the surrounding streets is in the folder.
CQNSEQUENCES IF PARKING IS LIMITED TO ONE SIDE
One sided parking would create a freeway-sized roadway on
Scudder Street. We have handicapped, elderly and parents with
pre-schoolers who would be forced to cross a 21-foot roadway of
two-way traffic to get to their cars. My neighbor Marjorie Hess
uses a walker to get to her car.
Another neighbor, Elizabeth, works a shift that ends at midnight or
` later. There are several teenage or college age women who

frequently return home late, who can now park in front of their
homes. These people would ha�e to park blocks away, increasing
their risk of assault.
Traffic speeds would increase, creating risk to pedestrians and
reducing the calm we like in our village-like communiry.
VJhen cars are parked solidly on one side, residents ha�e difficulty
getting out of their driveways because cars are parked too close to
the edge of the driveway aprons. Solidly parked cars on one side
would decrease crossing visibility.
CONCLUSION:
The Fire Department is being arbitrary:
■ Scudder Street Neighbors chose unanimously to have a 27-
foot-wide street, with parking permitted on both sides. Fire
intends to restrict parking to one side.
■ There are at least 20 streets in St. Paul which have narrower
driving lanes than Scudder.
■ The Fire Depaxtment's needs seem to continue to grow.
The Fire Department is being unrealistic:
■ There has never been a problem taking care of an emergency
on Scudder.
�
■ If new curbs and sireets had not been installed on Scudder,
two-side parking would have continued to be allowed.
■ Cars are randomly parked, and in many cases Fire has a full
27-foot width to fight a fire.
By restricting parking to one side, the City would create daily
safety hazards for residents on Scudder Street because of increased
traffic speed and distant parking late at night.

By now you should ali be aware of the Knapp-Hillside Residential Street Vitatity Program
project scheduled for your neighborhood this summer. Qne of the issues that has been of
particular concern to Public Works, and i know to the neighborhood also, is the street widths to
be constructed.
(Please note that this notice is intended to address issues that affect the area west of
Raymond. If your property is east of Raymond and you've received this notice, please call me.
There will be a separate notice, for a different public meeting, intended to address the concems
of the residents east of Raymond. So if you got this notice in error, you won't get the proper
notice uniess you call me.)
The neighborhood task force that was working on ail sorts of issues relative to this project spent
a lot of time talking amongst themselves, and with many others in the neighborhood, about the
� widths. They then sent me a list of their recommendations, inciuding street widths. I now have
a report from Greg Reese, the city's forester, with comments regarding how the planned street
widths wiii affect boulevard trees. Witt� this information, I can now react to the task force
recommendations on street widths.
1 met with the task force recently to discuss my response. For most of the streets in the area, 1
think we have identified a width that will satisfy the neighborhood and the engineering concerns.
There are many factors to consider, including emergency access and the amount of on street
parking, in addition to the boulevard trees. With a smaii number of the sireets, the decisions
are a little more difficuit. On those streets, we are asking the adjacent property owners for their
input. To do this, we are having a public meeting on Thursday, March 8, 2001. The format of
the meeting will be a little different than previous meetings. We will talk about one street for the
time segments shown below, and then we will move to the next segment. 1 will be strict about
the time so that we finish everything we need to at the meeting. Everyone is welcome at ali the
segments, but I will be most interested in hearing from the people who live on these street
segments.
After the specific segments, I wiii run down the planned street widths for the other streets, then
we will open it up to general information or questions about the project. Lighting will not be
discussed, except that at the end of the meeting people will be able to review a project map
showing which blocks wili have o�d lights and which will have new lights. I expect that AI
Shetka, Public Works' Traffic Engineer, and Greg Reese wili also be in attendance.
The meeting wili be Thursday, March 8, in the mutti-purpose room at the Si. Anthony Park

its, not municipal officials. While
that may seem odd, it takes local
officials off the hook for having to
make what could be contentious
decisions.
Unless otherwise posted, speed
limifs in St. Paui are 30 mph. But
the limit on some city streets fs
45 mph and even can reach 50
mph on some parts of Shepard
Road.
Bill Hagland of the St. Paul
Public Worlcs Department said the
department is inereasingly getting

As a result, the St. Paul CiTy
Council last month asked the state
Transportation Department to
check on six stretches of road
with the hope of reducing tLe
speed limits.

signs can be posted.
Shetka said the state �amines
