An ordina.nce amending the cha.rter of the
City of Saint Paul so as to add a new
Section 10.06 thereto; pertaining to the
process of amending the adopted city budget.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
Pursua.nt to Minnesota Statutes, Section 410. 12, Subdivision
7, upon the recommendation of the Cha.rter Commission of the City
of Saint Paul and after a public hearing upon which two weeks'
published notice containing the text of the proposed amendment ha.s
been provided, the Charter of the City of Saint Pau1 be and is
hereby amended so as to add the following thereto:
Sec. 10.06. 1. Bud et Amendment Prior to Certification
of Tax Le Upon the recommen atzon o t e mayor, t e
counci , y�resolution adopted by una.nimous vote of all of
its members following a public hearing held for tha.t pur-
pose at a time and place announced in advance, ma.y amend
the budgets subsequent to their adoption and ma.y certify
the appropriate tax levy to the county auditor as provided
in Section 11.04 of this cha.rter or other applicable law;
provided, however, that the council may not reduce the
appropriations for debt service or for meeting any existing
obligations of the city.
Section 2 . `
This ordina.nce sha.11 become effective ninety (90) days after
passage, approval and publica.tion, unless the effective date is
delayed by the filing of a petition pursuant to law.

Piesident and Members of the
Saint Paul City Council:
In accordance with the procedures and authority set forth in ;
Minnesota Statutes Sec. 410.12, Subd. 7, pertaining to the method of
aa�ending the City Charter by ordinance, the Charter Cammission of the City ;
of Saint Paul has adopted a resolution recommending that the Charter of �
the City of Saint Paul be amended so as to provide, in Section 10.07.1 of
the Charter, that supplemental appropriations may be authorized by Council
resolution following a public hearing held for that purpose at a time and
place announced in advance. The present provisions of Section 10.07.1
require that supplemental appropriations be promulgated by the adoption of :
an ordinance. The enclosed draft of a proposed City ordinance amending ;
Section 10.07.1 of the Charter in accordance with Minnesota Statutes
Sec. 410.12, Subd. 7, was approved by the Charter Comraission and recommended =
for approval and adoption by unanimous action of the City Council.

The Charter Commission also favorably considered the amendment of �
the City Charter by adopting a new Section 10.06.1 which would authorize the `
Council, upon reco�amendation of the Mayor, to adopt a resolution by unanimous
vote amending the adopted City budget any time after October 25 and the last
day on which the City taxes ;nust be levied and certified to the Countq
Auditor in accordance with applicable law or the Citq Charter. The attached
draft of a proposed City ordinance adding Section 10.06.1 to the City �
Charter in accordance with Minnesota Statutes Sec. 410.02, Subd. 7, was
approved by the Charter Conunission and recommended for approval and adoption
by unanimous action of the C-Lty Co�tnr_i.l.
In addition, the Charter Cornraission passed a resolution recommending

that the City Council, again pursuant to the provision of Minnesota Statutes
Sec. 410.12, Subd. 7, :�dopt an or.cli�ian�e amendin� Sectio� 3.01.6 of the
Charter of the City of Saint Paul so as to allow the Mayor to remove the
c:nployees specified without approval of the City Council.
The enclosed draft 'of a proposed ordinance amending said Secti_on
is likewise transmitted to the City C�uncil with the recommendation of the
Charter Commission that the City Council approve said ordinance and adopt
it by a unanimous vote.
