3.01.6 of the Charter of the City
of Saint Paul pertaining to the

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: '
Section 1. Pursuant to Minnesota Statutes Section 410.12,
Subd. 7, and upon the recommendation of the Charter Commission
of the City of Saint Paul, the Charter of the City of Saint
Paul is hereby amended by striking therefrom Section 3.01.6 in
its entirety and substituting in lieu and in place thereof the
following:
."Sec. 3.01.6. He shall appoint, with the advice
and consent of the council, a secretary and such I
professiona.l assistants as the council ma.y pro- '
vide, and all such employees shall serve at his ;�`�,
pleasure; and he shall appoint and ma.y remove,
subject to applicable civil service provisions,
such other employees in the mayor' s office as are ,
provided for by the council."
Section 2. This ordinance shall become effective and be
in force ninety (90) days after its passage, approval and
publication, unless the ef€ective date is delayed by the filing ,
of a petition pursuant to law.

Saint Paul Citq Council:
In accordance with the procedures and anthority set forth in
Minnesota Statutes Sec. 410.12, Subd. 7, pertaining to the nethod of
amending the Citq Charter bq ordinaace, the Charter Commission of the City
of Saint Paul has adopted a resolntion recommeading that the Charter of
the City of Saint Paul be amended so se to provide, in Section 10.07.1 of
the Charter, that eupplemental appropriations may be suthorized by Council
resolutioa following a public hearing held for that purpose at a time and
place announced in advance. The present provisions of Section 10.07.1
require that supplemeatal appropriations be promulgated bq the adoption of
an ordiaance. The enclosed draft of a proposed City ordinance amending
Section 10.07.1 of the Charter in accordance with Minneaota Statutes
Sec. 410.12, Subd. 7, was apprm►ed bq the Charter Commission and recommended
for approval and adoption by unanimous action of the City Council.
The Charter Commission also favorably considered the amendment of
the City Charter bq adopting a aew Section 10.06.1 which w�ould authorize the
Council, upon reco�mendation of the Maqor, to adopt a resolution bq unanimous
vote amending the adopted City budget anq time after October 25 aad the last
dap on which the City taxes nust be levied and certified to the County
Auditor in accordance with applicable law or the Citq Charter. The attached
draft of a proposed Citq ordinance adding Section 10.06.1 to the City
Charter in accordance with Minnesota Statutes Sec. 410.02, Subd. 7, was
approved bq the Charter Commission and recomaaended for approval sad adoption
by unanimous action of the City Council.
In addition, the Charter Commission passed a resolution recommending
that the City Council, again pursuant to the provision of Minnesota Statutes
Sec. 410.12, Subd. 7, adopt an ordinaace aa►endiag Section 3.01.6 of the
Charter of the Citq of Saint Paul so as to allow the Maqor to zemove the
employees specified without approval of the City Council.
The enclosed draft 'of a proposed ordinance amending said Section
is likewise transmitted to the Citq Council with the recommendation of the
Charter Commission that the City Council approve said ordinance and adopt
it by a unanimous vote.
