265319 WHITE - CITV CLERK ^^��^ PINK - FINANCE � fL_ l�J CANARV - DEPARTMENT GITY OF SAINT PAITL F le ci1NO. �" v � BLUE - MAVOR ° � - ouncil Resolution Presented By R d To Commitfee: Date Out of Committee By Date WHEREAS, a comnittee of the Minnesota Senate presently has under consideration a bill that would authorize continued bonding authority for the Capital Improvement Program of the City of Saint Paul , and WHEREAS, this bill would further provide that the City Council may vote to constitute itself the Board of Commissioners of the Saint Paul Housing and Redevelopment Authority and the Saint Paul Port Authority, and WHEREAS, the above mentioned provisions of the proposed bill are not severable, and WHEREAS, the Council of the City of Saint Paul presently has under consideration a proposal that the Council constitute itself the Board of Corr�nissioners of the Housing and Redevelopment Authority and the Port Authority, and WHEREAS, public hearings have not been held on this proposal an� the City Council has not had the benefit of full , free and open public discussion that may serve as a basis for responsible decision making; Now therefore, be it RESOLVED, That the Council of the City of Saint Paul supports an amendment to the proposed legislation which would provide for a separate vote of the Council to put into effect each of the three subjects of the legislation, namely, adoption of the Capital Improvement Program, replacement of the Housing and Redevelopment Authority Board by the Council , and replacement of the Port Authority Board by the Council . B�E IT FURTHER RESOLVED, That the action of the City Council on this resolution should in no w�y be construed as either support or opposition to the concept of allowing the Council to constitute itself as the Board of Commissioners of the St. Paul Housing and Redevelopment Authority and the St. Paul Port Authority and that the Council intends to take a position on this i.mportant concept only upon completion of an orderly and open public hearing process.
