WHEREAS , the Old Federal Courts Building is a ma.jor landmark
of na.tiona.l significa.nce, being listed on the Nationa.l Register of
Historic Places and declared by the State of Minnesota to be a
State Bicentennial project of high priority; and
WHEREAS , city, county, and other public agencies are currently
housed in the building ux�.der the ownership of the City of Saint
Paul, with maintenance provided by the County of Ramsey; and
WHEREAS, increased use by the public, including public functions
of importance to �he State and metropolitan area would result if the
Old Federal Courts Building were adequately restored and renovated
to a fully usable and safe condition; and
WHEREAS, $2,000,000 in private mon�ys has been raised from Twin
Cities sources for such restoration purposes; and
�
WHEREAS, another $6,000,000 is required to bring the building
entireiy to cade and allow proper remodeling and renc��ation so tha.t
it can best serve bro�.d public uses, now, therefore, be it
RESOLVED, tha.t the City Council, in coordination with Minnesota
Landmarks, Inc. , its Bicentennial agency, does hereby authorize and
make appeal to the Minnesota Resources Commission for a grant in the
amount of $1, 100,000 for the purpose of providing ma.jor mechanica.l
repa.ir to the Old Federal Courts Building, and be it
FURTHER RESOLVED, tha.t the City Council hereby urges the Board
of County Commissioners of Ramsey County to make similar recom-
mendation at its earliest possible opportunity, and be it

In conversations held with rnembers of the Le islature ±•
in recent days, it would appear that we should increase
our request to $1,100, 000. �
� Within the next twelve months $5, 500,000 will be needed
to complete major mechanical overhaul and remodeling
needs if the building is to be completed in time for the
Bicentennial. With the increased assistance of the
r4innesota Resources Commission and the full support of
other individuals, foundations and corporations, it wi11
more likely be possible to achieve this high-priority
goal for aur City and County. A group of donors have
agreed to provide one dollar for every three dollars
granted by the Minnesota Resources Commission. Thus,
a $I,100, 000 grant will earn $366, 000 of additional
urgently needed funds for the Old Federal Courts Building
project. .
